    Federation

Challenges facts and figures
  • Environmental costs of transport about 1,1 of
    GDP
  • Transport counts for about 30 of final energy
    consumption in Europe
  • Third fastes growing sector in energy demand
    until 2030 with about 20,8
  • Transport is responsible for about 21 of
    greenhouse gas emissions
  • Kyoto objectives 8 below 1990 level of
    greenhouse gas emissions in EU
  • Transport greenhouse gas emessions grew by 23
    since 1990

3
Transport is growing
  • Average annual growth rate of 2,8 in goods
transport (28) and 1,9 in passenger transport
    (18)in the decade 1995-2004 (GDP 2,3)

of the White Paper on European Transport Policy
    GDP 2,1 / a (52 in total) goods transport
50, passenger transport 35 (no decoupling of
economic growth and growth in freight transport)

4
Study scenarios
  • Best case scenario
  • lowering freight and passenger transport
    activities until 2030
  • major shift from private care use to public
transport and from road freight transport to rail
    transport
  • CO2 emissions
  • 7 in 2030 compared to 1990
  • - 13 in 2030 compared to 2000

5
Employment effects
  • Best case scenario regarding green house gas
    emissions
  • Positive net effect on employment( 2/a in
    passenger transport 1,25 / a in freight
    transport)
  • Considerable employment growth in public
passenger transport and in rail transport
  • Slight reduction in road freight transport
    (25.000 jobs per year)

(No Transcript)
7
  • Trade Union Vision on Sustainable Transport
    (TRUST) Project
  • The European Transport Workers Federation,
representing workers in all transport sectors and
fisheries across an enlarged Europe, is launching
a broad debate towards a TRade Union Vision on
    Sustainable Transport.

8
4 items to be discussed
  • Restructuring in transport estimate of
    developments and social impact
  • Lisbon strategy and transport workers
  • Transport and environment
  • Financing and the role of the state

9
  • The proposed Green Paper on Urban Mobility
  • Joint statement by the
  • UITP-European Union Committee
  • and the
  • European Transport Workers Federation
  • (Working Party Local Public Transport
  • of the European Sectoral Dialogue Committee for
    Road Transport)

10
  • Common position of the European social partners
  • on the
  • Mid-term Review of the 2001 White Paper on
    European Transport Policy
  • We therefore call upon the Commission to retain
its commitment to the goal of modal shift via
    support of the rail sector.
  • CER, EIM and ETF further call upon the European
Commission to present a methodology and values
for external costs as quickly as possible. This
methodology should be used as a basis for the
future calculation of infrastructure charges as
stated in the new Eurovignette Directive. The
European Commission should present the necessary
    legislative measures within one year.
  • (19 May 2006)

11
Road versus rail?
  • ETF compromise on the issue of  internalisation
    of external costs
  • Road charges have to be used for financing
  • Rail infrastructure
  • Public transport
  • strict implementation of social legislation in
    road transport (inspections)

12
Some ETF demands
  • Real committment of governments at all levels to
    promote  clean  transport modes
  • Investment in infrastructure and quality public
    transport
  • Full internalisation of external costs
  • Maintain and ensure quality employment in
    transport (EU liberalisation policy,
    globalisation, cheap transport)
