SUMMARY
  • DOD SUPPORT SHOULD BE AS A LAST RESORT.
  • THE DOD SUPPORT MUST MAINTAIN ABSOLUTE AND PUBLIC
    ACCOUNTABILITY, WITH NO BREACH OF DOD CHAIN OF
    COMMAND
  • DOD MUST REMAIN IN A SUPPORTING ROLE TO THE LEAD
    CIVILIAN AGENCIES FBI-CRISIS AND
    FEMA-CONSEQUENCE.
  • DOD SUPPORT SHOULD EMPHASIZE OUR NATURAL ROLE,
    SKILLS AND STRUCTURES, SUCH AS OUR ABILITY TO
    MASS MOBILIZE AND PROVIDE LOGISTICAL SUPPORT
  • DOD SHOULD NOT PURCHASE RESOURCES THAT DO NOT
    DIRECTLY SUPPORT OUR PRIMARY WARFIGHTING MISSION
