2What is the National Preparedness Goal?
- Homeland Security Presidential Directive 8
(HSPD-8) on National Preparedness calls for a
domestic all-hazards preparedness goal that
establishes - Measurable readiness priorities and targets
- Standards for preparedness assessments and
strategies - A system for assessing the Nations overall level
of preparedness - The purpose of the National Preparedness Goal is
to ensure a unified, risk-based, national
approach to prepare for current and future
threats and hazards - The Interim Goal was published on March 31. The
final version of the Goal, with target levels of
capability, will be released in October 2005

The Interim Goal will help the Nation achieve its
vision for preparedness
To engage Federal, State, local, and tribal
entities, their private and non-governmental
partners, and the general public to achieve and
sustain risk-based target levels of capability to
prevent, protect against, respond to, and recover
from major events in order to minimize the impact
on lives, property, and the economy.

- DHS developed Interim National Preparedness
Guidance with input from Federal, State, local,
and tribal government stakeholders. - The Interim Guidance describes
- How to implement the Interim Goal, including the
Target Capabilities and National Priorities - How to apply Capabilities-Based Planning for
determining preparedness needs, establishing
priorities, and allocating resources - Requirements for States and UASI Areas to conduct
limited re-assessments focused on national
priorities and attendant capabilities - Requirements for adding Addendums to State and
UASI homeland security strategies - Interim Guidance is currently undergoing final
coordination and review and will be released in
the coming weeks

- Publish the Interim National Preparedness
Guidance - DHS will hold three regional Roll-Out Conferences
to orient national stakeholders to the Interim
Goal and Guidance this Spring - Los Angeles (April 27)
- Chicago (May 11)
- Miami (May 27)
- Conduct additional coordination and outreach
through information sharing, mobile training
teams, and ODP technical assistance - In coordination with national stakeholders, set
target capability levels and issue a final
National Preparedness Goal in October 2005 - States will submit supplemental preparedness data
as part of their FY06 grant applications this
data will be analyzed for the first Annual Report
to the President, to be delivered in April 2006
