Plan
  • Goal Improve Downtowns image to spur
    investment and help brand it as a destination.
  • Strategies (Current to 2010)
  • Work with the Town to implement economic
    development plan that creates and attracts
    appropriate mix of uses for Downtown
  • Sustain and expand the loan and grant program
  • Actively market the brand within 100 mile radius
  • Create effective venues for distributing
    information regarding the Downtown and its many
    attractions and amenities
  • Monitor the perception of safety related to
    Downtown.

Objectives for 2008
  • Review and update the Economic Impact Study
    currently being conducted by the Arizona
    Department of Commerce
  • Assist the Town in a building and business
    inventory
  • Define guidelines for the revolving loan program
    and have eleven business participate
  • Develop a recruitment-marketing piece or slick
    specific to Downtown to assist the Town with
    Economic development efforts
  • Finalize Downtowns brand (logo, tagline,
    colors) and incorporate in all advertising
  • Continue to evaluate the web site and monitor
    effectiveness
  • Investigate promotional opportunities using Cox
    Cable
  • Continue to enhance the seasonal banner program
  • Continue to support and expand marketing
    activities
  • Partner with the Chamber and local SBDC and host
    a workshop targeted at improving the visual
    elements of Downtown Businesses.

Goal Work with the Town and Business Owners to
maintain Downtown in pristine condition to help
foster a stronger sense of pride in the area.
  • Strategies (Current to 2009)
  • Improve the overall cleanliness of Downtown
  • Improve the aesthetic beauty of Downtown and its
    amenities
  • Work with the Town in the development and
    implementation of a Master Streetscape Plan for
    Downtown
  • Work with the property owners to improve the dirt
    lots within the Downtown area
  • Sustain and expand the façade improvement program
    so that the majority of the buildings in Downtown
    have been improved.

Objectives for 2008
  • Work with the Clean Sweep promotion and look for
    ways to expand upon it.
  • Develop a campaign or promotion for improving the
    vacant storefronts in the Downtown.
  • Target 11 facades in the Downtown that have or
    are going to request grants from the Design
    Assistance program (Fast Trac Grants.)

Goal Effectively communicate the vision for
Downtown to build consensus and cooperation among
stakeholders, partner organizations and the
community.
  • Strategies (Current to 2010)
  • Develop consistent monthly venues for
    communicating with stakeholders and partners
  • Implement a public relations plan that, on a
    bi-monthly basis, interfaces with the community
  • Recognize outstanding improvements in Downtown
    through local, state and National Venues.

  • Produce and distribute a quarterly newsletter
  • Host an Annual Meeting
  • Explore wary to use the web presence as a
    internal communications tool
  • Develop a business/property owner welcome package
    and program.

Goal Improve the overall organizational
structure to build accountability and stronger
creditability as the advocate and voice for
Downtown.

  • Enhance the overall professional aspects of the
    Board Management process and maintain compliance
    with all legal aspects of the Organization
  • Sustain a viable and effective Board of Directors
  • Sustain and monitor the overall committee
    structure to assist in engaging stakeholders and
    partners in the various activities and projects
    of the Program.

  • Revise, update and approve any necessary changes
    to the by-laws
  • Establish annual budgeting process

  • Maintain good standing as a Arizona State Main
    Street community
  • Develop policies and procedures for the Committee
    framework
  • Develop a policy manual
  • Implement an effective Board recruitment plan to
    support Board leadership
  • Develop volunteer recruitment strategy.

Goal Develop a funding plan to insure adequate
resources for supporting Main Streets projects
and activities.

  • Increase memberships financial support for the
    program
  • Leverage Revitalization Funds

  • Re-design the membership brochure
  • Develop a tier plan of membership
  • Update the database to ensure it is current and
    has accurate information on all potential
    supporters
  • Develop a membership package and timeline for the
    membership drive
  • Identify uses for Revitalization Funds and
    develop implementation plan.

Goal Advocate for the development of the
Downtown as the core of the community and central
destination for locals and visitors alike by
creating a unique and attractive area that is
pedestrian friendly, active and fun.
  • Strategies (Current to 2009)
  • Work with the Town to create a community focus
    element this may include a location for events
    and community gatherings
  • In cooperation with the Town anchor City Hall
    Downtown
  • Establish an annual Downtown Calendar of
    Activities
  • Work with the Town in the development and
    adoption of Design Guidelines for Downtown
  • Work with the Town in the development and
    adoption of a Downtown Plan
  • Implement an effective Way finding program to
    guide people to and around Downtown.

  • In conjunction with the Town Develop Downtown
    Design Guidelines
  • Work with the Town to create a focus element a
    location for community events
  • Work with the Town to create criteria and concept
    to Enhance Downtowns gateways or entry points
  • Revise the Grant program to insure it is in
    compliance with federal and state law
  • Create a temporary event area in the downtown
  • Continue to fine tune existing events and explore
    new ones necessary to fill gaps.
