Management e. Defense Priorities and Allocation
System (DPAS) (Reference 15 CFR 700 and DoD
4400.1-M.) The goal of DPAS is to assure the
timely availability of industrial resources to
meet current national defense requirements and to
provide a framework for rapid industrial
mobilization in case of national emergencies. The
CAO DPAS Officer is to be a primary point of
contact for DPAS related issues and to provide
supplier/CAO training on an as needed basis. When
a Special Priorities Assistance Request (Form
BXA-999) is submitted the CAO DPAS Officer must
determine if the information is complete and
accurate, and ensure reasonable expediting
efforts have been exhausted, documenting all
communications and actions taken. The case must
then be forwarded to the DPAS Officer at the
Government activity that awarded the end item
contract. Concurrently, the CAO DPAS Officer must
notify the District DPAS officer. Corrective
action must be requested (For levels of
corrective action, refer to the PROCAS One Book
Chapter) when a supplier consistently fails to
meet these requirements on its DPAS rated orders.
