CER and the ERA ERTMS CCM process
  • CER is the representative body within the ERA
    ERTMS CCM process (where actually the baseline
    3.0 content will be defined) representing the
    largest number of European railway and
    infrastructure companies.
  • CER members appreciate readiness of interoperable
    products for the first freight corridor
    applications.
  • CER members support baseline 3.0 development
  • CER is working in close relationship with the
    other stakeholders in order to
  • fix the content of ERTMS Baseline 3.0
  • propose a common way for funding of Baseline 3.0
  • close the open points in the TSI CCS

CER and the cooperation with other sector
organisations
  • CER is working closely together with EIM
  • Coordination of CER and EIM speakers before the
    ERA meetings
  • Invitation of EIM members to the CER ERA support
    group meetings
  • CER uses the ERTMS Users Group as the technical
    backbone for ERTMS/ETCS and the UIC ERIG Group
    for GSM-R
  • The CER ERA support group documents are hosted by
    UIC via their website
  • CER is in strong relation with the UIC ERTMS
    platform
  • CER is participating in the ERTMS MoU corridors
    activities.

Key success factors performance savings
  • Railway Undertakings (RUs) and Infrastructure
    Manager (IM) need
  • reduced costs
  • increased performance
  • Therefore
  • The complete railway system shall be taken into
    consideration
  • By moving key elements of the CCS system onto the
    train, the CCS trackside total life costs
    (investment, operational and maintenance) can be
    reduced.
  • This should consequently lead to lower track
    access charges and thus lead to a more
    competitive rail cargo business.
  • Further savings to be realised from
  • economies of scale,
  • the ability to operate across borders
  • single homologation at European level

Reality of business case for railway undertakings
  • The RUs face the prospect of having to fund the
    costs of installing a new train protection system
    (ERTMS) without actually being able to remove
    existing systems and thus meeting also higher
    operating costs and reduced competitiveness.
  • There are no immediate savings on infrastructure
    CCS costs to be passed back to operators as
    reduced access charges
  • Therefore to kick start the roll out, the
    European Commission shall be ready to co-fund
    onboard ERTMS fitment of applicants.

CER expectations
  • By combining an improvement of the existing
    infrastructure (improvements of capacity,
    simplification of operational and administrative
    rules) with the coordinated installation of
    ERTMS, the performances of rail transport can be
    substantially improved in terms of
  • journey times
  • capacity of existing lines
  • better use of assets (in particular through
    improved utilisation of locomotives)

Future - TSI CCS completion
  • ? A systematic and business driven approach to
    the further development of the CCS TSI must be
    based on the operators business needs.
  • ? This will be a long term procedure but the
    sooner it is done the sooner the foreseen
    benefits may be realised and the operators become
    more competitive.
  • ? It is absolutely proper to start as soon as
    possible on planning the unified CCS of the
    future, preferably on a comprehensive and common
    basis and - at the same time to progress with
    the practical migration to ERTMS

CER vision for a new signalling system for
Europes trains
  • While development work on ERTMS must continue,
    its potential will be fully realised if, and only
    if, this proceeds in parallel with the putting in
    place of the essential prerequisites and planning
    and implementing the transition to the new
    signalling system (CCS) as a whole
