Sound Development Achieved by China-U.S.
Cooperation in ST
Both China and the U.S. have common interests
in cooperation. In response to the joint efforts,
China-U.S. cooperation has gained a considerable
achievements, and has developed an improved
cooperation mechanism, and enjoyed gradual growth
of cooperation with fruitful results since 1979.

China face a series of severe constraints and
significant challenges as it plans to maintain
its prosperity into the future

• The first is limited supply of critical
  resources.
• The second constraint is environmental pollution
  and ecosystem deterioration which are driven in
  large part by the low-efficiency use and high
  consumption of natural resources.
• The third is China faces a challenge derived from
  insufficient technological innovation capability
  in most industries.
• To summarize, after several decades of strong
  economic development, China is coming to a
  crossroad. Obviously the old growth pattern is
  not sustainable.

National Medium- and Long-term Science and
Technology Development Plan (2006-2020)

• Earlier this year, China held the National ST
  Summit and issued the Outline of National Medium-
  and Long-term Science and Technology Development
  Plan (2006-2020)
• One distinct feature of the Plan is the adoption
  of innovation as a new national strategy and the
  goal of advancing China into the rank of
  innovation-oriented countries by 2020.

In order to meet the goal of building an
innovation-oriented country, in the coming 15
years, Chinas ST advance will focus on major
social-economic issues

• Firstly, we give top priority to RD in the
  fields of energy, water resources and environment
  protection to solve major bottlenecks in Chinas
  socio-economic development.
• Secondly, we shall stick to the people-oriented
  set of policies, and adopt the improvement of
  peoples living and health standards as a major
  mission of ST innovation.
• Thirdly, we shall encourage the development and
  application of the pre-competitive common
  technologies so as to upgrade industrial
  structure and offer technological support to
  small and medium-sized enterprises (SMEs).
• Fourthly, basic and pioneering researches will be
  reinforced as the engine and driver for
  sustainable innovation.

Innovation is Strategic Decision for Chinas
Future Development

• Chinas Objective to 2020 a well-off society
  in an all-round way, per capita GDP from present
  1000 to 3000 in 2020
• ST progress is critical to reach this objective

In the coming 15 years, we will provide more
effective systems and mechanisms to guarantee
technological innovation by reinforcing the
building of Chinas national innovation system

• First, we shall bring into full play the role of
  enterprises as major actors of innovation.
• Second, we shall build up a favorable ecosystem
  for entrepreneurial innovation.
• Thirdly, we shall encourage the development and
  application of the pre-competitive common
  technologies so as to upgrade industrial
  structure and offer technological support to
  small and medium-sized enterprises (SMEs).
• Fourthly, we shall improve a series of incentive
  policies and introduce incentives to stimulate
  innovation.

Building an Innovation-based Country is Chinas
Strategic Decision

• Actual demand for building a well-off society in
  an all-round way
• Basic means to address bottleneck and
  constraints imposed by large population,
  resources and energy shortage, environment
  deterioration

Innovation-oriented country

• The core of building an innovation-oriented
  country is to enhance indigenous innovation as
  the basic point for ST development, a
  fundamental issue in industrial restructuring and
  transformation of economic growth mode, and an
  overall national strategy.
• build up an innovation-oriented country (by

• China will invest more than 2.5 of the GDP
  in RD The contribution rate of ST progress to
  economic development will exceed 60
• The dependency ratio for foreign
  technologies will decrease to below 30.

Implications of innovation

• Underscore original innovation and making
  efforts to achieve more scientific findings and
  inventions
• Highlight integrated innovation and integrating
  relevant technologies to develop products and
  industries with market competitiveness
• Highlight full use of international scientific
  and technological innovation resources, and
  accelerate digestion, absorption and innovation
  based on introducing advanced technologies from
  abroad

• The world is witnessing rapid changes driven by
  the ST innovation in the context of economic
  globalization. It has become a common choice of
  most countries to promote socio-economic
  development through innovation.
• We are more than willing to learn from the
  valuable experiences of other advanced countries
  through increasingly expanded bilateral and
  multilateral cooperation. At the same time, we
  also will further enhance ST collaboration and
  exchanges with other developing countries to
  promote best practices around the world, share
  ST achievements of mankind with other countries,
  and make due contribution to the worlds
  prosperity and development.
