The charge for migration to a cabinet do not
reflect costs
  • A migration is the move of a Customers Exchange
    based services to cabinet based services.
  • A migration occurs when equipment is installed in
    a distribution cabinet.
  • The draft STD replaces the STP POA charge with
    one for 34.43 per line based on erroneous
    application of information.
  • Actual costs Chorus faces for the work are not
    always on a by line basis.
  • Hence based on draft STD Chorus can only recover
    some of the cost of migrating broadband lines.

Chorus revenue shortfall is demonstrated by this
migration example
  • Our example is based on a total of 400 lines
    running from the Exchange to a Distribution
    Cabinet. Of these lines, 325 are working
    lines, comprised of
  • 200 POTS lines (both retailed and resold by
    Telecom Wholesale to Access Seekers)
  • 120 broadband lines (both retailed and resold by
    Telecom Wholesale to Access Seekers as Wholesale
    Broadband Solutions or a bitstream service, e.g.
    UBA or Commercial UBS) and
  • 5 UCLL lines that have been unbundled by an
    Access Seeker.
  • The actual costs in this example have been
    provided to commission

Before project the copper lines run through a
passive cabinet
  • Services are fed from Exchange-based equipment
    via tie cables to the MDF and hence to a passive
    distribution cabinet via a 400-pair feeder cable.
    At the cabinet, another jumper connects this
    feeder cable to one of 1200 pairs in distribution
    cables running to End Users premises.

Phase I - installation of cabinet and migration
of copper
  • All the copper pairs, working or not, in the
    Passive Cabinet are transferred to the
    Distribution Cabinet at the one time.
  • All services still provided from exchange
  • Chorus is charged a lump sum fee for this work.

Phase II - Connection of lines to Distribution
Cabinet equipment
  • Chorus contractors connect the 120 broadband
    lines served by Telecom to the cabinet-based
    equipment. Simultaneously they remove the
    connection to the Exchange-based equipment.
  • Chorus is charged a lump sum fee for this work.

Phase III - Subsequent Migration toDistribution
Cabinet equipment
  • Chorus contractors connect the 5 broadband lines
    served by Access Seeker to the cabinet-based
    equipment. Simultaneously removing the
    connection to the Exchange-based equipment.
  • Chorus is charged a per line fee for this work.

Migration charge should reflect underlying cost
  • The proposed 34.43 charge in the draft STD for
    migration at the time of initial cabinet
    installation should be POA based on costs.
  • Chorus proposes that either
  • the cost of phase I could be included as part of
    the cost of a Distribution Cabinet, recovered
    through rack space charge. Phase II costs being
    shared proportionally by customers unbundling
    that Distribution Cabinet or
  • the cost of both phases I and II could be shared
    proportionally by customers unbundling that
    Distribution Cabinet.
  • The charge for an initial migration should be a
    POA charge, migration at a later date should be
    fixed cost per line, both based on field services
    costs plus a 10 contribution to common costs.
