2 Territorial limit of MSWM
- Best solution the co-operation between
Municipalities (OTAs) of one or more Prefectures
jointly working in order to solve the problem of
their waste management using and applying methods
of sanitary land-filling or other appropriate
techniques. In this way, the cost will be reduced
in lower levels. - Based on A) The principles of the National Waste
Management Plans - B) The in progress investments in relation
with the MSWM
Temporal time limit of MSWM optimization action
- Short to mid term actions. This because it will
be more useful for us to learn about - ? the existing technology,
- ? the successful applied methods of municipal
solid waste management and finally, - ? obtain the know-how and experience in relation
with the above issues.
MSW Supply chain
- MSW Supply chain is based on the
classical/restricted Supply chain (primary
level). - We want to include and study the methods use of
the life cycle of waste as well as the
production of energy and the re use of
recyclable material (Application to investments
and installations that will function).
3PREFECTURE OF TRIKALA
Prefecture of Trikala
- LOCATION
- The prefecture of Trikala is located in the
center of Greece 342 km away from Athens and 240
km away from Thessaloniki

- Production line mainly based on agriculture.

(cover 1/3 of total land).

- The export of cotton covers more than 78 of the

- LOCATION
- Trikala (the city) is the capital of the Province
that has the same name. Is located at the fertile
plain of Thessaly in central Greece.

the city of Trikala and 13 settlements that are 5
kilometres around the city of Trikala.

- Trikalas Municipal Enterprise for Social
Development (D.E.K.A.) was established according
to the guidelines and policies of the European
Community concerning local and regional issues. - Our actions

that the Commission of the European Communities

11- QUANTITY AND RANGE OF MSW PRODUCED
- There is no production segmentation in
categories. - A private recycling enterprise for paper that
with the collaboration of Trikalas Municipality
operates a recycling plan. - Collection procedure takes place with two ways
- a) Door to door collection of paper forasmuch
as a phone call is foregoing to the recycling
enterprise and - b) Planned collection routing to the special bins
for paper.

- Development visions
- ? Recycling Sorting Plant (K.D.A.Y.). Is located
to Artesiano Karditsa, about 22 km away of the
town of Trikala. This unit is going to be
constructed and managed by the Environmental
Development of West Thessaly S.A. (P.A.DY.TH.)
and the Hellenic Recovery Recycling Corporation
S.A. (E.E.A.A.). This unit will gather all the
recycling waste deriving from Trikala s and
Karditsa s Prefectures. Another responsibility
will be the waste segregation and the forwarding
to the recycling units located in the area of
Thessaly.
Recycling Sorting Plant (K.D.A.Y.).
14? Area of Waste Sanitary Landfilling (XYTA). The
Municipality of Trikala and the Prefecture of
Trikala with the implication and support of
P.A.DY.TH., are supervising its construction. Is
located to Palaiosamarina, about 16 km away of
the town of Trikala. XYTA is going to cover the
needs of about 138.047 people. The annual
quantity laid in XYTA is calculated that will
reach the 45.000 tones of waste. The total budget
of XYTA has been calculated to be 4.988.995 . It
will cover an area of 49.790 m2 with the
perspective to reach the 110.000 m2 which will
include other assisting installations, of a total
area of 577.000 m2. XYTA is estimated to start
its function in the mid of 2006.

20In the Municipality of Trikala, actually, there
are no separation and incineration / recycling
applied methods of municipal solid waste.
21LEGAL AND ADMINISTRATIVE FRAMEWORK
- Article 3 Waste definition and waste
classification As solid wastes considered all
the substances and objects, mainly in solid form,
that come from human activities or natural cycles
and are produced in inhabited regions, places of
work, production, entertainment and areas of
urban environment. The holder of these substances
and objects discards or intends or is required to
discard. Waste are classified as urban, special
and toxic.
22FINANCIAL APPROACHES AND MEASURES
- According to National Law 1650/86 Article 6 and
the Regulation of Cleanliness Article 24 of
Trikalas Municipality, retributive taxes are
imposed for restoring the environment. These
retributive taxes are defined in proportion with
the size, polluting load and waste quantity of
the work or activity and they must not exceed the
expenses of construction and operation of
installations and programmes in regard with the
environmental protection.
SANITARY LANDFILLING (XYTA)
1st scenario function of one XYTA that serves
the two Prefectures (Trikala and Karditsa), as
its going to happen in first phase because of
the primary construction level of Karditsas
installations. 2st scenario the function of
one XYTA in each Prefecture.

- The Municipality of Trikala in collaboration
with DEKA Trikalon and with the support of other
public and/or private Services and organisations,
organises and participates in several events
- Information and Sensitization Environmental
Campaigns (Paper Recycling, Making the Organic
Material Compost, Clean and Protect the
Environment, etc.) - Celebration of The Universal Day of
Environment. - Celebration of The European Car Free Cities
Day.
- Citizens of Trikala participate indirectly
regarding sustainable development and waste
treatment through the Municipalitys Activities.
