The FCC will freeze licensing for channels in a
region excepting modification applications to
implement a retuning agreement, and modifications
that would not change frequency or expand an
existing footprint
Actual start date depends on wave classification
After an agreement is reached and before physical
retuning begins, the licensee must file an
application with the FCC to add the agreed upon
replacement channels
Testing of the reconfigured system
After the system has been sufficiently tested and
meets the satisfaction of the licensee, the
licensee must file an application with the FCC
deleting its old channels, from which it has
been retuned
Physical retuning of the system begins
