BACKGROUND

• LACI dam is situated in Northwest Albania,the
  3rd hydro power station in Albania
  along the Drini river.
• The dam is 60m high and capacity of basin with
  560 million m3 of water.
• A number of Villages, Family, Buildings are
  under the risk in case of any event.
• Villages under the risk 25
• Population 38,418
• Family 6,573
• Buildings 4,240
• Even the dams and power station are considerate
  well protected a terrorist thread is evident.
• Training with Civilian Emergency Service and
  population in this area is required, in order to
  be ready

SCENARIO

• In morning of September 19th, a big explosion
  has been heard and big dust mushroom appeared
  over the Laci Dam.
• In a period of 2 minutes a huge amount of water
  flue from the dam of Laci.
• As result of a strong explosion the Laci high
  Dam has been seriously damaged.
• There are a lot of scream among of people in
  surrounding areas
• From initial information seems to bee a
  terrorist attack.
• Fire has cover some parts in the distribution
  station.
• People from Laci and Vau i Dejes villages are
  pretty much under the risk and panic is evident
  in the area.

SCENARIO

• Head of Vau i Dejes Commune has reported that a
  bus with 20 passengers has slide in the Drini
  river and till now there are 10 people lost, in
  the same time 3 children who were with animals
  nearby the river have been disappeared.
• Local authorities are trying to organize the
  community in order to evacuate from the flooding
  area.
• From the power of the water in the lake dam
  crack is getting bigger and bigger.
• As a result of the flooding chaos is evident.
• In addition, many of the local inhabitants from
  Vau Dejes and some of the other villages, have
  left their homes for upper area, due to damage
  and high risk of flooding.
• Some of main roads in the area have been blocked
  due to water and land slides.

SCENARIO

• The last information is that at least 25 people
  have died, and at least 200 injured 300 missing,
  and 5000 homeless. Many of the communes functions
  are destroyed, including (emergency centre) etc.
• Associated violence increases a number of people
  leaving those locations, there is an urgent
  requirement for law and order.
• Albanian government has decelerated the
  Emergency situation in the North west of
  Albania.
• A large numbers of agencies have been informed
  about the
• situation and they are offering their
  contribution.
• The neighbours municipalities have already
  started sending their capabilities in the spot.

SCENARIO

• There are some efforts to maintain law and order
  in the area by the local and neighbours police
  stations.
• There are some attempted continuity of civilian
  municipal authority, some of the civilian
  protection teams and local NGO operating in the
  area
• All the central, regional and local hospitals
  have been asked to be ready to provide the first
  aid for injured people.
