The National Response Plan (NRP)
  • Establishes a comprehensive, national,
    all-hazards approach to domestic incident
    management across a spectrum of activities
    including prevention, preparedness, response, and
    recovery
  • Applies to all Federal departments and agencies
    that may be requested to provide assistance in
    Incidents of National Significance
  • Does NOT alter or impede the ability of Federal
    agencies to carry out their specific authorities
    to perform their responsibilities under
    applicable laws, executive orders, and directives

Existing Authorities
  • The NRP . . .
  • Uses the foundation provided by the Homeland
    Security Act, HSPD-5, and the Stafford Act to
    provide a comprehensive, all-hazards approach to
    domestic incident management
  • May be used in conjunction with other Federal
    incident management and emergency operations
    plans as well as memorandums of understanding
    (MOUs) among various Federal agencies

Incidents of National Significance
  • Incidents of National Significance may be
    designated when
  • A Federal department or agency, responding under
    its own authorities, requests DHS assistance
  • Resources of State and local authorities are
    overwhelmed
  • Stafford Act major disasters or emergencies
  • Catastrophic incidents
  • More than one Federal department or agency are
    involved
  • Credible threats or indications of imminent
    terrorist attack
  • Threats/incidents related to high-profile,
    large-scale events
  • The President directs DHS to assume
    responsibility for incident management

Other Federal Agencies
  • During an Incident of National Significance,
    other Federal agencies may play primary,
    coordinating and/or support roles based on their
    authorities and resources
  • The NRP groups the capabilities of Federal
    agencies and the American Red Cross into
    Emergency Support Functions (ESFs)
  • The Federal response to actual or potential
    Incidents of National Significance are provided
    through the full or partial activation of the ESF
    structure

Emergency Support Functions (ESFs)
  • Serve as the coordination mechanism to provide
    assistance to
  • State, local, and tribal governments, or
  • Federal departments and agencies conducting
    missions of primary Federal responsibility
  • Provide staffing and resources for the incident
    management structures
  • May be selectively activated for both Stafford
    Act and non-Stafford Act incidents
  • Include designated coordinators and primary and
    support agencies

Coordinating Agency
  • Pre-event planning and coordination
  • Maintains ongoing contact with ESF primary and
    support agencies
  • Coordinating catastrophic incident planning and
    preparedness
  • Conducting periodic ESF meetings and conference
    calls
  • Is normally a member of the Regional Interagency
    Steering Committee (RISC)

Primary Agency Responsibilities
  • Identified based on authorities, resources and
    capabilities
  • Organizing Federal support within their
    functional area for an affected State
  • Providing staff for operations at fixed and field
    facilities
  • Managing mission assignments and coordinating
    with support agencies
  • Notifying and requesting assistance from support
    agencies
  • Financial and property accountability for ESF
    agencies

Support Agency Responsibilities
  • Assigned based on resources and capabilities in a
    given functional area
  • Conducting operations using their own
    authorities, capabilities or resources when
    requested
  • Furnishing available personnel, equipment or
    other resources as requested
  • Assisting in the conduct of situational
    assessments
  • Participating in training and exercises

DOD
  • When requested and approved by the Secretary of
    Defense, DOD provides Defense Support of Civil
    Authorities (DSCA) during domestic incidents
  • DOD is considered a support agency to all ESFs
  • May utilize a Joint Task Force (JTF) to
    consolidate and manage supporting military
    activities
  • Exceptions
  • U.S. Army Corps of Engineers
  • Army and National Guard forces
  • Support to the Federal Bureau of Investigation

  • ESF 2 - Communications
  • ESF 3 - Public Works and Engineering
  • ESF 4 - Firefighting
  • ESF 5 - Emergency Management
  • ESF 6 - Mass Care, Housing, and Human Services
  • ESF 7 - Resource Support
  • ESF 8 - Public Health and Medical Services
  • ESF 9 - Urban Search and Rescue
  • ESF 10 - Oil and Hazardous Materials Response

Non-Stafford Act Incidents
  • The Federal agency with primary responsibility
    for the incident requests Federal-to-Federal
    support by executing inter/intra-agency
    agreements
  • The requesting agency provides funding IAW the
    Economy Act unless other statutory authorities
    exist
  • The Financial Management Support Annex of the NRP
    contains sample forms to request assistance for
    Federal-to-Federal support

Stafford Act Declarations
  • FEMA issues Mission Assignments to other Federal
    agencies to
  • To activate ESFs in anticipation of or to support
    a Stafford Act declaration
  • Address a States request for Federal assistance
  • FEMA provides funding for Mission Assignments
    under the Disaster Relief Fund
  • Title 44 of the Code of Federal Regulations (CFR)
    contains financial management requirements for
    Mission Assignments
