WHAT IS MSS?Youth council of Slovenia (MSS),
established in April 1990, is a national
(umbrella) association of voluntary youth
organisations. It is a coordinative structure,
composed by youth organisations (16 members) with
different political, ideological or interest
orientations.

  • OFFICIAL BODIES OF MSS
  • ASSEMBLY is the highest body, responsible for
    adopting the Statute and other crucial documents,
    electing the Bureau members and Monitoring
    Committee members, deciding on membership and
    setting the programme guidelines.

? STANDING COMMITTEE (1 representative of each
full member) meets mostly for the programme
issues if necessary it can take over the
responsibilities of the Assembly. ? BUREAU
(president secretary general 5 vice
presidents) is responsible for execution of the
work programme.

  • THE PURPOSE OF MSS
  • Since its foundation MSS has made significant
    contribution to cooperation among youth
    organizations on the national, local and
    international level.
  • MSS wants to help enabling young people to
    participate in policies that influence their life
    and work.

  • LEGAL BASIS
  • MSS was established in 1990, but is since 2002
    registered on the basis of the Youth councils
    act.
  • This act imposes on the Government, Ministries
    and other state authorities the requirement to
    inform MSS about the drafting of laws and
    regulations that have an immediate impact on the
    life and work of young people.
  • In reality, this requirement is often not
    considered by the state authorities and we have
    to keep bothering them about it. Nevertheless, we
    cooperate with the Office for youth and some of
    the Parliamentary Committees invite us to their
    sessions when discussing youth issues.

  • CO-MANAGEMENT WITH THE GOVERNMENT
  • OFFICE FOR YOUTH (within the Ministry of
    Education and Sport) Is our key partner. We have
    a Council for Youth Issues, which is a mediatory
    body for youth issues and consists of
    representatives of both, MSS and the Office of
    the Republic of Slovenia for Youth. Its purpose
    is mutual exchange of information and defining
    the youth policy agenda.
  • MINISTRY OF LABOUR, FAMILY AND SOCIAL AFFAIRS
    We have a commission among the Ministry and MSS
    (4 MSS members, 4 of the Ministry) that is
    supposed to discuss the youth issues related to
    the Ministrys areas.

We are striving for the recognition of
non-formal education and prepare different
trainings and seminars. We train future youth
trainers and managers of youth organisations.

In 2003 we published an extensive Manual for the
trainers, which also serves as a textbook for
the trainings.

And in 2005 even more extensive Manual for
managers in youth organisations.

  • International Cooperation

  • MSS is a full member of the European youth forum
    (YFJ). We regularly participate in its
    activities. We cooperate with several national
    youth councils in Europe, particularly with those
    from the SYC group (the so called South youth
    councils) Portuguese, Spanish, Catalan, French,
    French-speaker Belgian, Italian, Greek, Maltese
    and Cypriot youth council.
  • In 2006 we started the bilateral cooperation with
    the National youth Council of Catalonia, visiting
    Barcelona and learning about the Catalan youth
    policy.
  • One of our interntional priorities is also the
    development of youth structures in South-East
    Europe.

  • We participate in different activities of the
    Youth (now Youth in action) programme as
    organizers as well as a partner organization.
  • At the moment, in the international area the
    hotest issue is preparation for Slovenian EU
    presidency which will take place in the first
    half of 2008.

  • EUROPEAN YOUTH FORUM (YFJ)
  • is our European umbrella organization MSS was
    one of its founders in 1996. YFJ is a partner of
    the European commission in the field of youth and
    the most important youth representative in
    creating policies on the European level.
  • At the moment MSS has a member of YFJ Bureau
    (executive body). YFJ also has different working
    bodies MSS has a member in the European Union
    Affairs Commission and in the Pool of trainers.

  • MSS tries to participate in social policies for
    young people in Slovenia and strive for equal
    opportunities of all young people.
  • We are also very devoted to the promotion of
    voluntarism in Slovenia.

  • One of our most important projects (since 2002)
    is each years Volunteer of the year, where we
    choose the best volunteers and voluteer-based
    projects in Slovenia.

  • MSS wants to create environment, where youth
    organizations can develop successfully.
  • In the past MSS paid a lot of attention to the
    local youth organisations. In 1997 2001 MSS
    carried out an extensive project, called the
    Development of local youth structures programme,
    followed by the Development of the local youth
    councils programme.
  • Today we have app. 40 registered youth councils.

  • This working area is new (since June 2006) and it
    was established because Slovenia lacks legal
    framework and strategic documents in the field of
    youth we have no law nor national program for
    youth. So the main purpose of this area is to
    exert the pressure on the governmental
    institutions as well as prepare the bases for
    youth legislature from the youth organisations
    point of view.
  • This area is complementary to the Youth
    organizations development area. Together the two
    responsible vice-presidents started the procedure
    of preparation of our proposals on the youth
    legislature.

  • Coordinates the work of MSS bodies, assures the
    administrative and technical support for the
    activities, coordinates the programmes, maintains
    the information network etc.

  • Spreading information
  • We put out information on MSS activities,
    international youth issues and projects where
    young people can participate.
  • Our primary target groups are our member
    organizations and local youth councils and our
    primary channel is internet.

    relations and the promotion of our work and
    values.

  • Since 2005 MSS does the support activities for
    European voluntary service (EVS) the projects
    in Youth in action programme where young
    volunteers go to work in another country.
  • MSS conducts the trainings for these volunteers
    and we also work on promotion of EVS.

In the international area the most important
subject was the preparation for the EU
Presidency especially for the youth event. MSS
invited all youth organizations to participate
with their proposals. We met with the Office for
youth and the National agency and divided the
tasks among us. The central theme of our youth
event will be the intercultural dialogue.

Debates on the future of young people in EU In
February we organized 4 debates in different
parts of Slovenia. We got 4 slovenian MEPs and a
lot of other officials to participate in the
debates. These debates were a prologue to the
final European debate in Rome at the 50th
anniversary of the Rome Treaty.

At each of the above mentioned debates we chose
one active young participant, who later attended
the meeting in Rome where young people from all
Europe discussed their status.

In September we hosted the YFJ Bureau (the
executive body of YFJ) where we have a member.
The Bureau members were fascinated by Ljubljana
and their working conditions there.

We participated in many international activities
and arranged for many other members of youth
organizations to participate as well.

In April 2007 two vice presidents prepared a
2-day consultation of member organizations on
the umbrella youth act producing the legislative
framework for such act. Were awaiting further

  • In the field of education we have a currently
    active group of people active in non-formal
    education area. They are working on a project
    called Educative effects of youth work.
  • The group is preparing the material on the
    influence of youth work on individuals as well as
    on society in general.
