Scope
- EOPA covers the preparation of all elements of
the architecture of the Earth Explorer and Earth
Watch missions from the concept phase to the
transition to phase B. This includes - Establishment of mission objectives and
requirements, scientific or service depending on
the mission - Derivation of mission and system requirements,
and supporting evaluation activities, - Instrument, satellite system and mission concept
and feasibility studies - Identification of critical technology
requirements, the initiation of critical
technology development, the evaluation and
provision of visibility to PB-EO of the Agencys
overall technology development (TRP/GSTP and
other) - The identification of programme costs, schedules
and risks and preparation of proposals for PB-EO
selection to either Earth Explorer Component or
for submission to Earth Watch Definition - Science studies and campaigns

Examples of Achievements
- EOPA is new in the EOEP. EOPA type activities
were carried out in the past under the Earth
Observation Preparatory Programme from 1986 to
2002. - Among EOPP achievements the following can be
mentioned - Preparation of the ENVISAT, MetOp and MSG
missions - Preparation of the ESA EO strategy and ESA Living
Planet Programme - Completion of the first cycle of Earth Explorer
Core missions until transition to implementation
GOCE and ADM-Aeolus - Completion of the first cycle of Earth Explorer
Opportunity missions until transition to
implementation CryoSat and SMOS - Initiation of the second cycle of Core and
Opportunity missions - Numerous key technology developments for the ESA
programmes giving industry competitive advantage
worldwide, e.g. GRAS on NPOESS - Harmonisation with TRP/GSTP/CTP and other

EOPA New ideas, focus for technology, users
driving
- EOPA is the innovation engine at mission level.
It initiates mission / system / instrument
concept studies - following the recommendations of the Earth
Science Advisory Committee (ESAC) or of
operational users and in response to clear new
need or possibilities. - to guide the technology work of TRP / GSTP
- EOPA in the development of technology for the new
EO missions by - Identifying the requirements and initiating the
pre-developments - Harmonisizing with TRP / GSTP and other
programmes, top-down , bottom-up. - Earth Explorer and Watch missions are user
driven. As the first programme element in the
definition of new missions, EOPA supports mission
advisory groups, science / mission definition
studies and campaigns
