Background
  • George Bushs plan for bi-partisan education
    reform, introduced in 2001
  • Solutions were to be based on flexibility,
    accountability, and choice.
  • Main goal to make the federal government more
    responsible

Greater Flexibility
  • Allows for transferring funding, received under
    state grants, to other programs
  • Allows up to 7 states to consolidate the state
    share of nearly all federally granted programs
  • Allows up to 80 Local Education Agencies to
    consolidate funds received under state grants

Greater Accountability
  • Requires states to employ statewide systems
    covering all students and schools
  • These new systems will be based on new,
    challenging state standards in reading and math
  • Yearly testing of students to ensure all students
    reach proficiency by graduation
  • Failure of states to reach proficiency each year
    will result in school restructuring

Greater Choice
  • Parents must be given choice to send their child
    to a new school if their current school has been
    identified for improvement.
  • Parents must also be offered bus service to the
    new school

Reading First
  • Reading First Initiative increased governments
    investment in scientifically-based reading
    progams
  • Goal to ensure all children can read by end of
    third grade

Other Changes
  • Work with local efforts to keep schools drug and
    violence free
  • Allow students who attend dangerous school the
    opportunity to transfer to a safe school
  • Emphasis on class size reduction
  • Implementation of programs to help ESL children
  • Use practices, based on scientific research, to
    recruit, train, and prepare teachers

Major Requirements
  • Assessment of students in grades 3-8, and once in
    grades 10-12 in reading, math, and writing
  • By 2007, states must implement science testing at
    these grade levels
  • Nothing short of 100 proficiency will be
    accepted by 2014

Funding
  • In 2004, the Federal government gave 24.3
    billion to implement the provisions of NCLB
  • 12.3 billion will be added to a fund that goes
    to high poverty schools and districts.

In short
  • NCLB was set up to improve the eroding state of
    education across the nation.
  • By focusing on accountability, flexibility, and
    choice, states are given more opportunities to
    make education better.
  • NCLB has been met with opposing views all around
    the country, so it will be interesting to see the
    course the Act takes in the future
