• Clear purpose for the system, the content for the
  data (standards) and where it can be located
• Adequate unit-level databases from all the
  players (K12, postsecondary, financial aid,
  teacher licensure, etc.)
• Clean identification code or key that crosses
  systems or the ability to construct a master
  index for matching system records.

According to the DQC/NCEA 2006 survey, 45 states
have a unique identifier shared by K12 and
postsecondary.

• How many parents know their childrens SSNs?
• Documentation of SSNs is not required.

Developing unique identifiers.

• K12 recently developed a unique identifier for
  each student that stays with them even if they
  transfer.
• As part of our new database system, the CPE is
  developing a unique identifier. It may be based
  on the K12 ID.
• Postsecondary will continue to collect SSNs for
  financial aid and licensure as an alternative key
  to match with other systems.

Political Issues

• Cross-agency agreements must be developed.
• Concerns over student privacy and FERPA.
• Protecting educators from misuse of the data.
• Paying for the system and controlling access.

Moving Towards P20

• K12, postsecondary, and the teacher certification
  board are all developing new unit-level system
  capacity to prepare for a P20 system.
• Funding will be requested from the legislature to
  develop a P20 system during the 2008 session.
• Pilot projects are being developed to identify
  potential issues and to show the value of working
  together.

Kentuckys New High School Feedback Report

• The CPE historically worked with ACT to produce
  these reports in the past but they were not
  getting used as much as they could be.
• A new report was developed in Spring 2007 by
  identifying the information audiences wanted and
  the format that would work best.
• The CPE coordinated the project but it was a
  truly cooperative effort between postsecondary,
  K12, and the state financial aid authority with
  data from ACT and The College Board.
