Definitions
  • Mutual Aid A concept of resource sharing in
    which similar organizations assist each other
    during emergencies and day-to-day operations
  • Shared Use Use of a communications system by
    more than one political subdivision or more than
    one discipline within a political subdivision on
    an on-going basis subject to an agreement.
    Shared Use usually involves a sharing of the
    capital cost of shared equipment. It often
    involves the creation of a Joint Powers
    Authority, or other formal arrangement for
    sharing on-going cast and management of the
    system. Shared Use may be as simple as one
    agency licensing a frequency they manage for use
    on radios owned and operated by other agencies at
    their own cost.

Definitions
  • Interoperability The ability of different
    governmental agencies (and disciplines) to
    communicate across jurisdictions and with each
    other. Across jurisdictions means up and down as
    well as laterally it means state to local as
    well as police to fire.
  • Joint Powers Agreement (JPA) An agreement by
    which two or more public agencies by agreement
    may jointly exercise any power common to the
    contracting parties, even though one or more of
    the contracting agencies may be located outside
    this state.

  • Public Safety - Police, Fire, Emergency Medical
    Services, Highway Maintenance, Search Rescue,
    and other Public Works functions of a
    governmental entity.
  • Spectrum The Public Safety radio spectrum is
    made up of a number of segments of the overall
    radio spectrum. These segments (called bands)
    have differing characteristics as far as coverage
    and building penetration. Cross-band linking
    frequencies in two (or more) radio bands together
    to permit communications between users. Usually
    with repeater systems on paired frequencies in
    each band.

  • Trunking A technology to increase spectrum use
    efficiency by time-sharing frequencies. Trunking
    is a dynamic system. Successive conversations
    among a group of users may take place on
    different frequencies in the shared pool without
    any action by the participants.
  • Tactical switching on-demand linking of two
    communications paths (either cross band, or in
    the same band), usually at the scene of an
    incident. Also usually accomplished with
    repeater systems on paired frequencies in each
    band or service.
