  • The overall quality of teaching was good or
    outstanding in two thirds of the schools visited,
    although it was more variable in the primary
    schools. The subject knowledge of primary
    teachers was less secure than that of secondary
    teachers, often because they had entered the
    profession inadequately prepared to teach the
    full range of physical education activities and
    this had not been fully compensated for by
    professional development.
