- State the exact problem or need
- Convince the reader of gap between of what is and
ought to be must be closed immediately - Incorporate the human element
- Tell the bad result if not addressed

38 The Black-footed Ferret is the worlds most
endangered mammal, the rapid decline of the
prairie dog population as a result of eradication
programs and prevalence of the plague introduced
in the United States early this century. There
are currently no naturally occurring populations
of ferrets. Eighteen ferrets captured from the
last wild population are the nucleus of a captive
breeding program. If the Black-footed ferret is
not successfully reintroduced into the wild, the
balance of the biodiversity system will be
permanently altered, having negative ripple
effects throughout the west.
