  • Reauthorization process began in 2004
  • House and Senate approved legislation
    overwhelmingly in July 2006
  • President signed into law August 12, 2006
  • Reauthorized through 2012

  • Will use the term career and technical
    education instead of vocational education
  • Will maintain Tech Prep as a separate federal
    funding stream within the legislation
  • Will maintain state administrative funding at 5
    of a states allocation

  • Department of Education has released draft state
    plan guidance
  • More information expected in late January
  • States must submit transition plans for 2007-2008
    in mid-April
  • Five-year final plans will be due spring 2008
  • Now is the time to provide input at the state
    level

FY 07 Budget Appropriations
  • President released Administrations budget
    request Feb. 6, 2006
  • Proposal completely eliminated Perkins, cut
    education budget overall, and made cuts to
    workforce development programs
  • Total of 141 programs targeted for elimination,
    42 within Dept. of Education

  • Full House Senate postponed consideration of
    the Labor, HHS, and Education bill
  • A Continuing Resolution (CR) was passed before
    Congress adjourned in 2006 to continue federal
    funding at current levels until Feb. 15, 2007
  • Congress is now working on a long-term CR that
    will continue funding until the end of FY 07

  • As Congress works to finish FY 07 bills, it is
    already preparing for FY 08
  • President Bush will release his FY 08 Budget
    Request to Congress on February 5
  • We expect cuts to education and workforce
    development programs again this year

  • The Administration and some members of Congress
    have expressed hope of completing reauthorization
    this year
  • Most expect work will be started, but not
    completed, perhaps until after 2008 elections
