The raison d'être of this new framework
programme is to help to make a reality of the
European Research Area with a view to stepping up
innovation in Europe, in conjunction with all the
efforts made to this end at national, regional
and European level.
Three main avenues of approach in implementing
ERA (three main blocks of activities) are

envisaged - Technologies for sustainable
development
renewable energy sources, energy savings and
energy efficiency, especially in the urban
environment, as well as clean transport, with the
development of new vehicle concepts in particular
for road transport, as well as the development of
alternative motor fuels intelligent transport,
especially in the form of technologies making
possible a rebalancing as well as the integration
and increasing intermodality of different modes
of transport, for example by means of innovations
in the management of the logistic chain (in
particular containers). Turning to the longer
term, activities will concentrate as a matter of
priority on fuel cells for stationary
applications and in transport hydrogen
technology new concepts in solar photovoltaic
technologies and advanced uses of biomass.

Sustainable development and global changeActions
envisaged - Global change
Community activities will address the following
aspects as a matter of priority impact and
mechanisms of greenhouse gas emissions on
climate and carbon sinks (oceans, forests and
soil) water cycle biodiversity, protection
of genetic resources, operation of terrestrial
and marine ecosystems and interactions between
human activities and the latter mechanisms
of desertification and natural disasters
connected with climate change global
climate change observation systems.

NETWORKS OF EXCELLENCE - 1
OBJECTIVE is to reinforce European scientific and
technological excellence through a progressive
and lasting integration of research capacities
existing in Europe. Each network aims at
advancing knowledge in the area within which it
is set up, by pooling a critical mass of
competence and skills. To this effect, and with
the objective of creating a virtual centre of
excellence, the members of the network implement
a joint programme of activities. The excellence
of the network is to be understood not only as
the excellence of each of its members, but that
of the whole which is created through their
association and the excellence of their joint
programme of activities. Size may vary, the
number of participants should not be less than
half a dozen members, as a minimum, partners from
3 different countries (MS/AS) of which at least 2
are MS. Each network may associate to its
operations a number of other partners, over and
above its formal members. As an average, the
Community financial contribution to a network of
excellence may represent an amount of several
millions Euro.

Duration - the networks are expected to form a
lasting association which will continue beyond
the duration (five years or more) over which
Community support is provided. Members are
entities existing within research centres,
universities or enterprises. They should
integrate into the network a considerable part,
or even the totality, of their activities in the
relevant area. The network is evolving. New
members may join and existing members may quit
under way. Most often, it would be constituted
around a core group of initial members, to which
new ones are added in accordance with their
interests and the needs of the network. In
addition to entities from organisations from
Member States or countries associated to the
Framework Programme, network participation is
open to entities from third countries, with or
without Community funding, in accordance with the
conditions, which will be specified in the Rules
of Participation of the Framework Programme.

Calls for expressions of interest aimed at
identifying the particular themes likely to
mobilise the scientific community may precede a
regular call. The evaluation is performed by
means of the peer review method. Network
enlargement (through incorporation of new members
or through the association to the network of
partners other than its formal members). Network
may launch calls for proposals or for
candidatures using publicity, openness and
processing procedures, the conditions of which
will be agreed with the Commission at the time of
the launching of the network. Financial aspects.
The Community financial contribution takes the
form of a global grant, to have a ceiling of 20
million Euro.Joint programme of activities may
also include Communication activities
(conferences, seminar) training of young
researchers and dissemination of knowledge and
excellence outside the network analysis of
science and society aspects of the research
activities conducted by the network.

INTEGRATED PROJECTS - 1
  • OBJECTIVE is to reinforce European
    competitiveness or to contribute to the
  • solution of important societal problems through
    the mobilisation of a critical mass
  • of research and technological development
    resources and skills existing in Europe.
  • With this purpose, an integrated project is
    carried out with the aim of obtaining
  • precise results in terms of products, processes
    or services.
  • Size will vary depending on the theme and
    subject, according to the critical mass
  • necessary to obtain the results rapidly and in
    the best possible conditions. The
  • combined activities of an integrated project may
    represent a financial value of
  • several million Euro, possibly several tens of
    million Euro.
  • Duration. The partnership will not necessarily
    extend beyond the projects
  • duration.

Participants large and small enterprises,
research centres and universities, organisations
carrying management, dissemination and transfer
of knowledge or utilising the research
results. From at least 3 different countries
(MS/AS), at least 2 MS, conditions for third
countries will be defined. Participants will be
organised as a consortium around a core group
formed by the main participants. New partners may
join as a result of their association to the
activities under way or through the
implementation of new components. Support
measures will favour the participation of SMEs
which will be defined in the specific programme

All the activities will be detailed in the
framework of an execution plans (carried out
and updated on a yearly basis). Calls - may be
preceded by a call for expressions of interest
aimed at alerting potential participants. The
results will be published so as to inform
potential participants and to facilitate the
constitution of European scale consortia. Enlarge
ment of the partnership Consortium may launch
calls for proposals and candidatures using
publicity, opening and processing procedures, the
conditions of which will be agreed with the
Commission before the project starts. Scientific
and technological monitoring council is composed
of personalities external to the consortium
(monitors the execution plan, evaluates
its implementation, advises the consortium on its
annual updating, establishes a monitoring and
evaluation report that is published).

  • A co-ordination structure (association, EEIG)
    that has its own legal personality.

    with the new participants and with partners
    associated to the consortium, based on terms
    agreed with the Commission before the project
    starts.
