4Program Mission
- The Earth System Data and Information Management
(ESDIM) Program has been instituted to coordinate
and oversee activities NOAA-wide to improve data
and information management. - The ESDIM Program will promote a modern approach
to systems, operations, and services that will
meet the needs of NOAAs broad spectrum of users
in the 1990's and beyond. - A primary objective of the ESDIM Program is to
provide coordination and build consensus for data
and information management throughout NOAA. - Dr. John A. Knauss

5Program Themes
- Data Access - Projects that facilitate the users
ability to discover, retrieve, or manipulate
data. - Data Rescue - Projects that contribute to the
preservation of the environmental record through
the identification of data at risk, acquisition
of data sets that extend the data record,
conversion from non-digital to digital media, and
cataloging and documenting such data sets. - Data Quality and Continuity - Existing data
records are often characterized by instrument- or
procedurally-induced discontinuities and errors
that mask these underlying natural variations
and/or man-made changes. Projects in this theme
support the improvement in the quality and
continuity of NOAAs long-term data sets. - Innovation - Projects that exploit new
technologies and new software methodologies.
Innovative, but at a relatively low risk.
6ESDIM Process
- ESDIM Team includes representatives from NOAA
Line/Program Offices (6 total) - Two stage review process
- Letters of Intent Information about what will
be proposed if selected for Proposal stage. - Team meets to review LOIs, recommends ones for
full proposal development (typically 2x expected
budget dollars) - Proposal Complete information, including
budget, personnel, and thorough description of
project. - Proposals ranked by vote. (Each LO/PO has only
one vote.) Number of proposals selected
determined by available budget.
