Basic elements of SI

• A standard set of Standards Indicators that are
  used in UNHCR operations worldwide
• Sub-sets for the three main types of operations
  camp-based, urban and reintegration
• Provides a snap-shot of the situation using the
  most important of indicators

Example Health sector

• 5 basic indicators are measured continuously
• of persons per primary care facility
• of consultations per person/year
• of live births attended by skilled personnel
• of newborn children with birth weight lt 2500g
• Measles vaccination coverage ()

Basics of SI

• Indicators should be measurable
• Together with the standards, they will provide
  the gap analysis per sector and thus, the
  baseline for needs assessment
• Basis for country operations planning, but
  equally important at the global level for
  reporting, advocacy, fundraising and resource
  allocation

Challenges

• Surveys cost money
• Quality of data
• Measurement over time, and maintenance of data
• Transparency and accountability

• Do agencies agree on which indicators are going
  to be collected?
• How do we organize data collection, maintenance
  and distribution, and over time?
