Testing
- Unilaterally recognised testing laboratories by
Singapore Productivity and Standards Board (PSB)
the Safety Authority for the Singapore Consumer
Protection (Safety Requirement) Registration
Scheme - Mandatory testing
- Since 1 June 1991
- Consumer electrical and electronic products
designated as controlled goods must undergo type
testing

Testing
- No need for production line testing
- Sample(s) for type testing is/are decided by the
submitter to the testing laboratory - The applicable product safety standards for
electrical and electronic products are IEC
standards and are decided by PSB

Accreditation
- Singapore Accreditation Council (SAC). SAC is a
signatory to APLAC and ILAC MRA - Accreditation is voluntary
- Benefits provided to customer are
- - enhancement of trust and credibility
- - increase in demand of service from clients
- - reduction of multiple assessments
- - reduction of re-testing in the country of
import - Singapore participates in IECEE CB Scheme,
including FCS

Certification
- PSB approves controlled goods
- Validates test report with certificate with
applicable standards and Safety Authoritys
requirements. Also validates the following
documents to the applicable requirements - - Circuit / wiring diagram
- - photographs
- - rating label
- - instruction manual / direction for use

- Accidents involving controlled goods
- No follow-up on production. Grantees are
responsible to ensure that registered controlled
goods are manufactured according to approved
designs - The applicable product safety standards are
decided by PSB - Testing and certification are not by the same
organisation

- - ASEAN

Conclusion
- PSB unilaterally accepts test reports from local
and overseas testing laboratories and approves
controlled goods - The accident rate involving TV receivers has
declined from 2 in 1990 to zero since 1997 - As on 1st April 2002, certification will be
undertaken by third party CABs instead of
government - Singapore has bilateral EEMRAs with Australia,
Japan and New Zealand and will participate in
multi-lateral APEC and ASEAN EEMRAs.
