5General requirements ( Dir.
97/78/EC, art. 11 )
- Transits from one third country to another third
country via EU may be authorized, only if - Consignment meets the animal health conditions
established by EU legislation - consignments are accompanied by the original
vet. certificates - authorized by the official veterinarian of the
BIP of entry and checked at BIP of exit - the person responsible for the load must agree to
dispose of the products if they are rejected by
third country (CVED part I)

6General requirements for products ( Dir.
97/78/EC, art. 11 )
- In the case of passage by road, rail or by
waterway through the E.U., such a consignment
shall - be sent under customs supervision ( T1 procedure
) together with CVED and documents required
certifying the BIP of exit - transported without unloading or splitting after
leaving the BIP of entry, in sealed vehicles or
containers. No handling admitted - leave the Community via BIP within a maximum of
30 days

7Animal health conditions and veterinary
certification for certain products transiting or
being temporarily stored in the Community
- the Community rules have been laid down to
further ensure that certain products transit or
being temporarily stored in customs warehouses,
free warehouses, free zones or destined for ship
chandlers through the Community complying with
the animal health conditions foreseen (Dir.
2002/99/EC, Regulation (EC) 1774/2002) - Therefore specific models of animal health
certificates to be used in transit situations for
products for human consumption concerned
- Animal casings
- Farmed ratites meat
- Meat preparations
- Farmed and wild game meat
- Fresh meat
- Fresh poultry meat
- Meat products
- Rabbit meat

8Requirements for certain products transiting or
being temporarily stored in the Community
- Come from approved third country
- Shall meet the specific animal health conditions
for the species concerned set out in the
corresponding model animal health certificate
laid down in the relevant EC legislation - Accompanied by original veterinary certificate
for transit/storage

15Requirements for certain products transiting in
the Community in case of transit to Russia
- Requirements provided for in Article 11 of
Directive 97/78/EC complied with - Documents accompanying the consignment stamped
with ONLY FOR TRANSIT TO RUSSIA VIA THE EC on
each page by the official veterinarian of the BIP
of entry - Consignments sealed with a serially numbered seal
at the BIP of entry - Consignment certified as acceptable for transit
on the CVED by the official veterinarian of the
BIP of introduction - Unloading, storage and splitting of such
consignments on EC territory not allowed

16Transit of animal by-products in accordance with
article 29 of Regulation (EC) 1774/2002
- Products come from third country or parts of
third countries drawn up by this Regulation - Animal by-products (Annex VII and VIII including
technical products) must come from plants that
the competent authority of the third country have
approved and registered Member States may apply
national rules - Health certificate corresponding to the model
laid down in Annex X, must accompany consignments
of products

17Communication between BIP of entry and BIP of
exit ( Dir. 97/78/EC, art. 11 Dir. 91/496/EEC,
art.9 )
- BIP of entry shall inform BIP of exit by TRACES
database - the BIP of exit shall send a message back
declaring on the CVED that the consignment
concerned has left a copy of the document shall
be sent back to the BIP of entry by fax or TRACES
database - If an entry BIP has not received confirmation
that the consignment left the Community after 30
days, the BIP of entry should contact the exit
BIP to check the consignment has left - the BIP of entry has to inform Customs authority,
which shall investigate the case

art.9)
- Come from approved third country
- Have to be checked at BIP of entry approved for
certain type of live animals - Shall meet the specific animal health conditions
for the species concerned set out in
corresponding model animal health certificate for
import laid down in the relevant EC legislation - Live animals can not transit thought
non-authorised third countries on their way to
the EU (Counc. Dec. 79/542/EC) - be sent under customs supervision (T1 procedure )
together with CVED and documents required
certifying the BIP of exit

arrival and which remain there for less than a
pre-determined maximum period of time and leave
by the same means of transport (i.e. ship to
ship, aircraft to aircraft)

22Transhipments of products
- Transshipped to another BIP within 12 HOURS/7
DAYS - notification/manifest check only of
arrival - Unloading and storage for MORE THAN 12 HOURS BUT
NO MORE THAN 48 HOURS at airport /MORE THAN 7
DAYS BUT NO MORE THAN 20 DAYS at sea port - a
documentary check is required - Unloading and storage FOR MORE THAN 48 HOURS/20
DAYS - full veterinary checks are required
