Purpose of DOT Security Regulations

• The purpose of the Hazardous Materials Security
  regulations are to ensure that the security
  risks that are involved in management of
  transporting hazardous materials are limited so
  that potential terrorist acts involving hazardous
  materials are reduced.

Scope of the DOT Security Regulations

• To develop and implement security plans
• To assure that employees who handle and transport
  hazardous materials are trained to recognize and
  react to potential security problems

Applicability

• Applies to each person who offers for transport
  in commerce or transport in commerce, one of the
  following
• Highway Route Controlled Radioactive Materials
• More than 25 kg of Explosives
• More than 1 liter per package of Poison-
  Inhalation Hazardous Material
• A select agent or toxin regulated by CDC
• A quantity of hazardous material that requires
  vehicle placarding
