Certification Systems For New Mexico J.L.
Martinez J. Holloway Ed.D January 2009
2MSSC Background
- 1998 Recognized by the federal National Skill
Standards Board (NSSB) as the Voluntary
Partnership for manufacturing - Responsible under National Skill Standards Act
for developing industry-led standards,
assessments and certifications - Uniquely applicable to all production
occupations, entry-level through first line of
supervision, in all manufacturing sectors - 2001 NSSB formally endorsed MSSC standards.
Standards development involved 700 companies,
4000 front-line workers, 300 experts, 9 million
public private funds
3 MSSC Background contd.
- Link to Federal Resources
- -- MSSC Standards used as the basis for
Department of Labors Advanced Manufacturing
Competencies, now required for DOL/ETA funding - -- MSSC Standards and Industry
Certifications used as the basis for Perkins
Manufacturing Career Cluster knowledge and
skills, now required for DoED/OVAE funding - 2001 to Present - MSSC built state-of-the-art,
comprehensive system of training, assessment and
certifications for production workforce
Certified Production Technician (CPT) - 2007 MSSC received DOL grant to develop
analogous system for Certified Logistics
Associate (CLA) and Certified Logistics
Technician (CLT)
4MSSC Response to Skills Crisis
- Prepare the technologically-savvy, agile
industrial athlete of the future
5MSSC Strategy
- Deploy nationwide system of training, assessment
and certification--based on federally endorsed,
industry-led, nationally validated MSSC standards - Example Successful ASE (Automotive Service
Excellence) certification-- the standard for
automotive repair technicians - Goal Build nationwide pool of MSSC-Certified
Production Technicians (CPT), Certified
Logistics Associates (CLA) and Certified
Logistics Technicians (CLT) - Focus Core competencies needed for flexible,
multi-disciplinary worker using more technology
to make crucial decisions more quickly.
(Harcourt Assessments, 2007)
6MSSC CORE KNOWLEDGE SKILLS
- In the Four Critical Work Functions
- of Production
- Safety
- Quality Practices Measurement
- Manufacturing Processes
- Production
- Maintenance Awareness
7Based on Industry-LedMSSC Standards
- Comprehensive National standards for 4 Critical
Work Functions include 41 Key Activities 206
related Performance Indicators - Technically Current 201 National Standards for
Basic Technical Skills include Lean, SPC, TQM,
Six Sigma, Plan-Do-Check-Act, ISO, blueprint
reading, precision measurement tools, workflow
planning and control, JIT, productivity
measurement, total productive maintenance
8MSSC Courses Embed Academic Employability Skills
- Academic Math (Grade 9), English (Grade 10),
Science, Computer Knowledge, Communications - Employability Customer Awareness, Teamwork,
Training Skills, Decision-making, Workplace
Behavior
9Elements of MSSC System
- Standards Industry-led, federally recognized
- Individual Training (see following 2 slides)
- Assessment Center Certification Training
- Instructor Certification Training
- Glencoe McGraw-Hill/MSSC Textbook
- Assessments In the 4 Critical Work Functions of
Production - Certificates For success in assessments
10Elements of MSSC System Training
- Integrated Course 140 hours, continuous study
For Students in one academic year or summer
semester - Modular Courses Four 35-40 hours, 1 high school
credit equivalent, one assessment at end of each
course. For Students in semesters or multiple
academic years - Fast Track Course Four 15-18 hours, one
assessment at end of each course. For
Experienced incumbent workers. (Not available to
high schools) -
11Elements of MSSC System Course Delivery
- Integrated and Modular courses provided in a
blended learning mode half instructor led,
half through online simulations - Fast Track courses provided fully on-line
- E-learning demo
- E-learning pluses cuts need for capital
equipment for training, provides easier access
for more trainees, builds computer skills
12MSSC Assessments Certificates
- Four Assessments
- Safety
- Quality Practices Measurement
- Manufacturing Processes Production
- Maintenance Awareness
- Recognition
- Certificates for each assessment passed
- Full MSSC Certification when all 4 are passed
13Value Proposition Workers and Students
- Offers only national, industry-recognized core
skill certifications for production workers - Improves career advancement opportunities and
earnings by obtaining high-performance skills
through MSSC training - Improves job security through certification of
proven skill sets - Provides nationally-portable credentials offering
flexibility to work successfully in all
manufacturing sectors and all production
occupations - Strengthens student opportunity for both
employment and career pathways in advanced,
high-performance manufacturing - Serves as motivation for students to remain in
school, increasing opportunities to reduce school
drop-out rates
14 Value Proposition - Industry
- Offers a pipeline of skilled workers by embedding
MSSC certification training into the schools - Decreases recruitment costs by providing job
candidates with industry-recognized credentials - Eliminates company remedial training costs
- Serves to attract, motivate, and retain qualified
employees - Provides agile workers capable of keeping pace
with technological change - Increases training ROI by targeting to skill gaps
benchmarked against national standards
