Handler Requirements
Small Quantity Handlers- Accumulates no more than
5,000 kg of combined universal waste on-site at
any time. Large Quantity Handlers-Accumulates
greater than 5,000 kg of combined universal waste
on-site at any time
  • Small Quantity Handlers
  • Keep Tanks and Containers in Good Condition
  • Monitor Used Antifreeze Quantities
  • Train your Employees

Transportation Requirements
  • When Receiving Used Antifreeze
  • If a handler receives a shipment containing
    non-universal hazardous waste, the handler shall
    immediately contact the department.
  • If handler receives a shipment of non-hazardous,
    non-universal waste, the handler should manage it
    in compliance with applicable federal, state, and
    local solid waste requirements.
  • Upon rejection by receiving facility, originating
    handlers should take back the antifreeze or send
    to an alternative facility
  • When Shipping Used Antifreeze
  • Meet applicable DOT Requirements
  • Self transportation is allowed in accordance with
    standard in NR 690, subchapter IV
  • Handler should ensure that the receiving handler
    or destination facility has agreed to receive the
    shipment
  • Upon rejection by receiving facility, originating
    handlers should take back the antifreeze or send
    to an alternative facility

Common Wood Preservatives
  • The three most common types of treated wood are
  • 1. Pentachlorophenol (Penta)
  • 2. Creosote
  • 3. Chromated Copper Arsenate (CCA)

Penta Treated Wood
  • Penta
  • Was used for telephone poles,structural timbers
    and some fence posts,
  • May have been used with other wood preserving
    formulations. Possibly mixed with creosote for
    railroad (RR) ties in Canada.
  • The preservative could be purchased over the
    counter for consumer application.

Creosote Treated Wood
  • Formulation is very complex with consistency
    similar to tar or No. 6 fuel oil
  • Typically used in manufacturing RR ties,
    structural timbers and fence posts w/a lot of
    production in Wisconsin
  • For RR ties, oak was commonly specified.

CCA Treated Wood
  • Commonly used for wet locations and manufactured
    in all standard lumber dimensions.
  • Most production is ceasing by January of 2004 but
    not all. It will still be used for treating
    power poles and other commercial application's.
  • While green is the common color which weathers
    with time it has also been produced in other
    colors such as brown and gray.

Disposal of Treated Wastes
  • All three types of treated wood can be regulated
    as hazardous wastes under NR 600-685, Wis.
    Adm.Code as they are considered carcinogens and
    systemic toxicants w /long term chronic effects.
  • Post consumer disposal is not a listed hazardous
    waste but can be a characteristic hazardous
    waste based on testing or applying knowledge of
    the material.

Hazardous Waste Exemptions
  • Household waste is exempt from regulation under
    the NR 600 series.
  • Definition of a household includes garbage,trash,
    sanitary wastes from septic systems derived from
    single and multiple residences, hotels and motel
    etc.
  • Discarded arsenical-treated wood waste which
    fail toxicity characteristic for hazardous waste
    codes D004-D017 and which is not a hazardous
    waste for any other reason if the waste is
    generated by persons who use it for its intended
    end use

Hazardous Waste Exemptions Contd
  • Discarded arsenical (CCA) treated wood which
    fails the Toxicity Characteristic Leaching
    Procedure(TCLP) for hazardous waste codes
    D004-D017 and is not a hazardous waste for any
    other reason and is generated by persons who used
    it for its intended end use.
