Instrument for Pre-Accession Assistance (IPA)
  • The Instrument for Pre-Accession Assistance
    (IPA) is a new instrument for pre-accession
    assistance for the period 2007-2013, which on 1
    January 2007 replaced programmes CARDS, Phare,
    ISPA and SAPARD.
  • Established by the EU Council Regulation
    1085/2006 and its financial value for the period
    of seven years amounts to EUR 11,468 million.
  • The main objectives include assistance to
    candidate countries and to countries potential
    candidates in their harmonisation with and
    implementation of the acquis communautaire as
    well as in preparing for the use of the
    Structural Funds.

  • This unique instrument differentiates between two
    groups of countries
  • countries having the status of potential
    candidates for the Union membership (Albania,
    Bosnia and Herzegovina, Montenegro, Serbia)

  • LIFE is the EUs financial instrument supporting
    environmental and nature conservation projects
    throughout the EU, as well as in some candidate,
    acceding and neighbouring countries.
  • Since 1992, LIFE has co-financed some 2,750
    projects, contributing approximately 1.35
    billion to the protection of the environment.
  • The LIFE programme (2007-2013) follows on from
    the LIFE III programme (2000-2006).

  • Commission organises annual call for proposals,
    selects, revises and monitors projects, makes

LIFE Who can apply for funding?
  • LIFE will co-finance innovative environmental
    schemes and biodiversity projects in the
    countries of the EU. The programme shall be open
    to the participation of certain third countries.
  • The programme is open to all legal persons
    including NGOs, National Authorities, private
    companies etc.
  • All projects have to be submitted to the national
    contact points
