( E T C S G S M R )
- Simplification of cross-border transport
services with direct trains - (Benchmark locomotive change and/or
multiple on-board system - packages for crossing system interfaces)
- Cost savings resulting from use of less
expensive train control - technologies, infrastructure and vehicles,
at least in the long term - (harmonisation, standardisation, competition,
production quantities) - "ERTMS is not an end in itself, but only a means
to an end - its success must be measured by its
effectiveness." -

5- Railways basic needs for the interoperability
(ERTMS/ETCS applications) - To guarantee their consultation and coordination
with each other as a whole - To exchange information and recommendation among
the different railways companies (IMs and RUs)
and institutions (CER-EIM-ERFA), in order to
express a unique, agreed railways position -
- Way to satisfy the identified basic needs
- To integrate all the ERTMS aspects into a
common Platform. - Common Platform main topics
- alignment and coordination of the various
railways activities and tasks, - management of some tasks like
- Improvement, rationalization and diffusion of all
the ERTMS/ETCS information, especially the ones
related to the applications experiences, - definition of the methodology for the costs
evaluation, - users indication for the medium / long term
signalling standardization strategy for the
interoperability -
- Forecasted results
- To produce, also by the support of the EEIG
ERTMS User Group, the basic findings to be used
as railways recommendations for the European
railways bodies formal decisions
6Overriding railways objective To safeguard
increase the competitiveness of the rail system
- Raise not endanger the output capacity of
system/lines/nodes. -
- Cost-benefit analysis limit additional
expenditures. -
- adopting Version 3.0.0 for European mainlines
(output capacity) - using Version 2.3.0 as a means of proceeding
towards Version 3.0.0 - gt whilst simultaneously with different
solutions in corridors, but meeting - the compatibility criteria
-
- gt key aspects e.g. braking curves, level
crossings, start of mission (under ETCS)
7M a n a g e a b l e M i g r a t i o n ( f o r
r a i l w a y u n d e r t a k i n g s )
- Adapting to existing, non-harmonised
technologies in - operational environments make migration
difficult - (must be taken into consideration, however).
- Exploiting full range of capabilities of ETCS
technology - (options directed to the common goal of
standardisation - i.e. while also accepting compatible interim
stages). - Taking tolerable restrictions for fleet
operators into account - (corridor deployment, logical migration
stages).

10Summary Main goals
- To Clarify technical facts/maturity and To
disseminate information - To Co-ordinate railways position in the
relation with the Industry - To give the requested support to the EC
activities for the migration
11Summary Main Action
- SRS 2.3.0 Determine definitive content and
confirm practicality of application in - combination with producer/system needs.
- SRS 3.0.0 Preparation /clarification (in
parallel with SRS 2.3.0 action) - Interoperability task force/support group per
corridor with cross comparison and - correlation of results
- Migration tools to be clarified together with
their use/benefit - - Limited Supervision Radio in-fill STM etc
- Synchronize migration plans on corridors
- System interfaces onboard/track
side/interlocking - Systems costs (benchmark and general strategy
for reduction) - - Opening of the Interfaces definition of
modules use of the EU finance. - System evolution (ETCS/GSM-R, GPRS)
- GSM-R Frequencies MoU
- Satellite applications in the railway system
