3Who are Symbia
- Symbia Ltd is an ISO9001 approved professional
services company founded in 1994 and working
across the public and private sectors - In the MOD Symbia is engaged with a range of IPTs
and organisations in the areas of TLM, Whole Life
Costings, Accruals, Benefits Management,
Performance Management (Defence Balanced
Scorecard Application (DBSA) - Symbia has developed, with an MOD stakeholder
group, an eTLM Application in use with a number
of IPTs with pan-MOD access using the RLI - Symbia has been working with the Royal Air Force
especially in the area of an Output Funding Model - Symbia is working with IPTs and Programmes to
facilitate better TLM Maturity
4- What is Through Life Management (TLM)?
- Through Life Management is a robust way of
working to deliver Equipment Capability. -
- A key element of TLM is the production and use of
a Through Life Management Plan (TLMP) which
enables the IPT, Customers and Stakeholders to
demonstrate a Through Life Management approach.
TLM Robust Business Processes Through
Life Management Plan
5Key Concepts of TLM
- Cradle to grave management of complex and
expensive equipments and programmes - Decision making based on impact on capability
and whole life costs - A range of stakeholders have proactive engagement
with strategy, whole life plans and costs. - An integrated approach to delivering Capability,
not merely delivering Equipment. (i.e. Covering
all Defence Lines of Development)
6Through Life Management The Plan
TLMP Aim
A decision support tool for planning how to take
a project through its life, across the CADMID
cycle, meeting Customer needs and providing
visibility to all stakeholders of the through
life management planning process
7What has Symbia done towards TLM
- Supporting TLM/WLC in the Nimrod, Defence
Training Review, Harrier, Tornado, ALM and Whole
Fleet Management teams - Acknowledged as supporting best of breed
approach by the MOD - Enabled multi-million savings through better
management of costs and assets - Pioneering a capability based approach which
brings together - Wide stakeholder buy in
- Performance Management,
- Whole Life Costing/Cost of Ownership
- Management of information
- Scenario based planning
- In-year budgeting
- Developing an integrated eTLM as a tool to
promote a Through Life Culture involving all
stakeholders - Planning to roll out to other MoD/DES aircraft
programmes in forthcoming year.

9Implementing TLM in an IPT
10Making it work in practice
- Defining/ setting success criteria and maturity
model targets - Articulating a common end to end understanding
- Changing business processes and behaviours
- Using suitable tools to provide visibility
- Demonstrating the effectiveness
11Design Principles
- The eTLM has four main components
- User/Computer Interface.
- Document Management System (DMS).
- Key Through Life Database (KTLD) for performance
indicators - Through Life Finance (TLF) function for the
platform costs. - Information Security
- Top level Architecture

15Establish Key IPT Specific Data
- Customer Service Agreements (CSAs) and Key
Performance Indicators (KPIs) - Document management structure for TLM use
- Equipment breakdown structure with alignment to
financial reporting - Capability project listing
- Numbers of users, authors and administrators
16Ways to establish key data
- Understanding the key IPT requirements
- Workshops
- Check point meetings
- Nomination of key IPT staff

26Definitions
- Whole-Life Costing (WLC)
- Continuous process of forecasting, recording, and
managing costs throughout life of an equipment
with specific aim of optimising its whole-life
costs and military output. - Cost of Ownership (COO)
- Represents the resources consumed directly in
procurement, operation, training, support and
maintenance of military equipment at all stages
of its life. - COO is the costed element of the TLMP, but
things are changing.....

34- Support to TLM Maturity Levels
35How does the MOD measure progress
- The TLM Maturity Model is a behavioural model.
- A tool for IPT self-assessment and continuous
improvement. - Maturity Model, in conjunction with the Maturity
Assessment Tool, used for gap analysis, action
planning, improving and maintaining standard. - TLM team use it as the focus for development work
with IPTs and Stakeholders. - Targets have been placed on IPTs to maintain a
costed TLMP and to achieve TLM Maturity Level 4. - Supports assurance process for projects going
before the IAB. -
36TLM - Judging Maturity
- Whole life outlook from the point that ECC
identifies the capability gap and continuing up
to final disposal - Whole system outlook taking a integrated
approach to delivering all of the components of
Military Capability, not just the Equipment - Managing the Whole Life Costs of capability.
Ensuring investment decisions take full account
of the longer term implications of acquisition -
operating, supporting, maintaining and disposing
of equipment - Proactive involvement of stakeholders
throughout the process. Being realistic about
what can be affordably achieved and agreeing this
with the customers and other stakeholders - Having a realistic, costed, whole life plan -
the Through Life Management Plan - and
maintaining this throughout the lifecycle - Better informed decision making, through the use
of the TLMP - Building all of these characteristics into IPT
processes and working practices.
37 38Challenges
- Through Life Finance (TLF)
- Current process and system for costing TLMPs has
been challenged (cost v benefit, accuracy of data
etc) - TLF Team currently defining new process, but it
will not involve an annual collection and will be
conducted in support of decision making. - Cost of Ownership is being replaced by a new
process. - Through Life Management Standard
- TLM Team are trialling the introduction of a TLM
Standard that approximately equates to L4 TLM
Maturity. - Aim is to simplify, allow quicker progress and to
allow greater alignment with project assurance
(Maturity Model is targeted at IPT and not
project level).
39e-TLM Solution Benefits
- Promotes a coherent and consistent approach to
business across all stakeholders and DLODs - Application functionality available to any
stakeholder with an RLI connection - Promotes an output-focussed strategy-to-task
approach - Provides user-level ownership of documents and
data - Enables information management, with links to
information in the context of activities,
projects and TLM strategies and performance - Whole-Life Costing activity database with
options/scenario functionality - Output Requirement Setting performance
management of this (eg CSAs, projects) linked to
activities - Provides the opportunity for stakeholders to
contribute to further development of TLM
functionality.
40What can we offer for the future TLCM
41Its all about language
- Through Life Capability Management is about
pan-Defence Line of Development (DLoD)
cross-platform strategies that seek to achieve
better capability at the front line and better
value for money through effecting changes in one
or more of the DLoDs and/or exploiting synergies
across similar platform types. - Through Life Management is about equipment based
strategies that seek to achieve better
availability or performance at the front line and
better value for money through improved support
solutions and a more integrated approach to
technology insertion, updates and upgrades
through life.
