3UK FCA ISSUE 6
- Effective form 4th September 2004
- Unambiguous compared to FCA 5
- Defines roles and responsibilities (MOD/CAA)
- Defines procedures
- Limits network capacity
- Restricts use of JTIDS functionality
- Protection zones around DME, SSR and Protected
Airspace
4UK FCA ISSUE 6
- Presented in logical Sections
- Section 2 Clearance to operate in UK
- Section 3 FCA Management Structure
- Section 4 Restrictions
- Section 5 Waiver Process
- Section 6 Compliance Monitoring
- Annex A Cleared Terminals/Platforms
- Annex B Cleared Sites
- Annexes C, D, E List of SSR, DMEs and Protected
Airspace - Annex K Points of Contact
5Network Requirement
- Current UK FCA restrictive
- Limited to single (100) network
- Not aligned with neighbouring nations FCA
- Increasing numbers of UK platforms
- Typhoon, Tornado GR4, Harrier GR9, Nimrod MRA4,
T42, CVS, T45, Tankers, AMRAP/GRAP. - Increasing numbers of visiting platforms
- F-16, Typhoon, F-15, Rafale, USN.
- Increasing requirements for cross-border
operations

8PH. 1 SYNCHRONOUS GEO AREA
- No Contention Access
- No RTT-B
- No Time Slot Re-use within the GeoArea
- No Stacked nets within GeoArea unless utilizing
discrete time slots - No multiple networks unless separated by
Boundary Zone

13Strategy Support Programme
- Key Personnel
- CAA
- DPA
- QinetiQ
- BAE Systems
- International Support
14Strategy Support Programme
- CAA Review of initiatives
- Technical Cases
- Supported by Historical Test Data
- Supported by German Geographical area concept
- Technical papers presented to MNWG
- New Testing as Required
- Cross-border Co-ordination
- Programme of Beacon Monitoring
15Cross Border Co-ordination
- Mandated by the CAA
- Subject of Workshop 4 of the EJCC
- UK working closely with Germany to achieve this
- Key to achieving and managing Geographical Area
Operations
16Beacon Monitoring Tool
- Initial Requirement
- UK CAA lacked confidence in Manufactures stated
values for DME reply Efficiency and Sensitivity - Tool Required to measure these values
- QinetiQ tasked to develop a Beacon Monitoring
Tool. - Results of BMT testing to support relaxations to
the FCA.
17Principal of a Beacon Monitoring Tool
- Two Channel System
- Channel 1 records DME Interrogations
- Channel 2 records DME under test replies.
- Two data sets streamed together and analysed to
produce value for DME reply efficiency. - Receiver sensitivity set to that of DME under test
18JTIDS Assurance Facility (JAF)
DME
19JAF Capabilities
- Ability to measure DME reply efficiency
- Time Stamping allows event monitoring
- Interrogations, replies and JTIDS pulses can be
measured and analysed at the same time
20JAF Capabilities
- Artificial JTIDS signal can be fed into Dummy DME
and the effects recorded and analysed in relation
to the UUT - Effect of JTIDS on the DME can be quantified,
regardless of DME reply efficiency. - JAF can record and analyse data from UUT video
output to validate results
21JAF Findings
- Over a given time period, the percentage effect
of JTIDS activity can be recorded. - Results should allow relaxations to the FCA to be
applied for based on documented field data. - JAF or BMT will provide UK MOD with additional
compliance monitoring capability
22FCA Programme Risks
- Aggressive Programme
- Ability to monitor RF environment
- Relies on agreement from the CAA
- Monitoring may not provide the desired results
- Technical Support case may prove inconclusive or
unacceptable
