Lessons Learned
Local Economic Development Directors see value in
the large amount of state and local data that can
be leveraged to support the site selection
process While some data sets are relatively
static, others like parcels are extremely dynamic
requiring data sharing and maintenance agreements
to assure ready access Local Economic
Development Directors recognize parcel data
maintained at the county level is valuable at
higher levels of government and across government
agencies. Directors expressed interest in
obtaining access to site selection and reporting
tools indicating they would be willing to augment
and maintain information using a web-based
application All Local Development Departments
are not created equally, current capabilities and
resources would be enhanced by access to
web-based site selection tools

Lessons Learned
Level of accuracy and completeness of spatial
data varies from county to county and must be
considered when building functionality An effort
should be made to identify gaps in available
Zoning data layers to determine a viable solution
to support the site selection process. Additional
effort should be made to investigate the merits
and level of effort required for the integration
of commercial real estate databases

Purpose
Gather together disparate county parcel based
data sets in a centralized repository for
increased analysis, more informed decision making
and support to numerous state agency functions
Create a comprehensive approach that develops a
consistent and coordinated statewide parcel
coverage for Ohio for analytical purposes
Leverage state, local, and federal government
data along with GIS technology to create a level
playing field for County Economic Development
activities Provide a solid foundation for
emergency response, emergency management and
mitigation, E-911 initiatives, public safety,
and homeland security activities

Pilot
Challenges
A centralized repository for parcel data with
defined automated maintenance processes does not
exist. Each time a statewide function is
identified that requires parcel level data,
months of communication and coordination are
required to gather the necessary spatial data,
and manipulate and modify the spatial data to
ensure its applicability to the states function.
Due to the high amount of overhead and staff
time required to accomplish this, the last time
this data was gathered on a statewide basis by
OGRIP was in 2005. Formats vary by the countys
spatial software or Computer Assisted Mass
Appraisal (CAMA) Systems or both.

Pilot Purpose
Develop partnerships with local government
authorities (County Auditors, Engineers)
responsible for the collection, management and
maintenance of cadastral or parcel information.
Gather property ownership (parcel) boundaries
and property characteristics in a consistent
fashion to be used by state agencies and others.
Initiate a broader program for the development
of a consistent, statewide parcel coverage for
analysis purposes for Ohio. Develop negotiated
requirements with key stakeholders taking into
account functionality, scalability, performance,
operations and administrative aspects. The key
stakeholders will review and suggest any
modifications in preparation for broader
implementation.
