Workshop F the brief
  • A concern for many schools and LAs will be how to
    track and control the equipment issued under the
    CfP initiative and reduce the risk of theft and
    other misuse.  This session will explore what
    actions can be taken by schools and LAs to
    protect the equipment and reduce the fear which
    many parents may feel, including physical,
    technological and procedural means

Data - demography
  • The London Borough of Barking and Dagenham is
    approximately 14 sq miles.
  • Divided into 17 wards.
  • Three of these wards account for over 40 of all
    recorded crime in the Borough.
  • The Borough has significant underlying levels of
    deprivation.
  • Government statistics have shown that the
    majority of wards are in the poorest 20 in the
    country.
  • Three wards are in the poorest 10.

  • ICT Test Bed Programme (high funding levels)
  • Roll out to nine schools and Barking College.
  • Inadequate security in schools and college.
  • A general reluctance by schools to incorporate
    target hardening methods.
  • Inappropriate media strategy.

Insurance guidance
  • Safety of students (major concern)
  • Try not to walk home alone
  • Avoid potential dangerous areas e.g. subways,
    parks etc
  • Don't advertise you are carrying equipment. May
    be difficult in the case of laptops but with
    PDA's these should not be taken out of bags
    whilst walking home.
  • Students could be issued with panic alarms when
    they receive an item of equipment.

  • Security of equipment
  • Ensuring all equipment is security marked.
  • The equipment could all have a unique colour.
  • If technology allows then handhelds and PDA's
    should be designed in such a way that they will
    only function with School computer equipment

  • Cover
  • Some authorities will self insure check the
    policy.
  • With major insurance company there is likely to
    be an excess above 200.
  • It will therefore be in the schools or
    authorities interest to ensure good security is
    implemented as most losses could fall within the
    excess.
  • It could also be that insurers will increase the
    excess or refuse cover in view of the increased
    risk.

  • Installing in the homes (fixed PC)
  • This would be the preferred option but it would
    be worthwhile the schools issuing some sort of
    guidance, to parents, on basic home security
    measures. e.g. installing window locks, drawing
    curtains or blinds, not advertising equipment.

    boxes and delivery vans

  • Meet with schools and present information from

  • Facilitate meetings between community and
    stakeholders
  • PC security virus, spyware, fire-walling
  • Security should not dictate a solution but it
    must be a consideration at all levels of
    visioning, planning, implementation and review
