  Plan

• Operating primarily through Working Groups (see

• Utilizing conference calls, email, Blackboard,
  shared documents
• Focused on statewide programs, not local

Framing the Report
0

• Serious funding challenges in Michigan
• NCLB has changed the landscape
• BUT, even so, the challenge is much bigger
• The global challenge from Asian nations
• Not just lower wages, also comparable or better
  education and skills high salary jobs going too
• Technology will change at least as rapidly in
  years ahead
• Todays kindergartner will graduate to a world
  where technology is far more pervasive than now

• Michigan Historic Leader, Falling Behind
• Many prior programs are gone or on low funding
• EdWeek MI in bottom 20-25
• Educational Transformation Enabled by Ed Tech
• Improving student learning is the focus, and the
  question is how ed tech can foster that
• Ed tech helps in many ways, and especially if the
  methods of teaching are transformed
• Teacher as guide mentor, project-based,
  students present their learning, individualized
  attention, working together
• This takes a long time to build, educators must
  learn layer by layer how to make the gains

• Every Michigan student will be proficient and
  demonstrate the ethical use of technology and
  information as a digital citizen and lifelong
  learner.
• Technology is increasingly pervasive in life
• Kids are ahead of most schools in using it
• Develop a digital citizenship definition and a
  curriculum that aligns with MCF, GLCEs, and METS

• Every student will have meaningful
  technology-enabled learning opportunities based
  on research and best practice that include
  virtual learning experiences.
• All grades, students, classes driven by
  learning

• Every educator will use data effectively for

  planning through an integrated local and
  statewide decision support system.
• The top priority for ed tech in NCLB penalties
• CEPI, ISDs/RESAs, LEAs improve data sharing
• Extend education decision support systems
• Every educator gains timely use of data
