The 5 voting members of the committee are

The Preliminary Hearing is conducted without the
Accuser or Accuseds names being revealed.
The Investigator presents the results of the
preliminary investigation but maintains
confidentiality.

moderator - The presenter

- Possibly, advocates for the Accused
- may also be chosen from student body
These individuals do not vote on the outcome

- First, decides whether a violation has occurred
- Then, decides an appropriate punishment subject
to administrative approval
