Why Is That A Problem?

• Trending toward a national primary.
• On-the-ground campaigns get replaced by TV ads
  and other mass media.
• Only the candidates who start with large war
  chests can compete.
• Grassroots campaigns become impossible.
• In other words

• We ended up having both Democratic
  presidential candidates campaign in Maine, and it
  was very exciting, Maine Gov. John Baldacci
