  • Having a Secretary will precipitate more
    appointments

Stimulus ARRA
  • It is unknown how much of the 650 Million of
    Prevention and Wellness(PW) will go to states.
    NACDD has been included in meetings with key
    partner groups to review options.
  • No definitive models or funding mechanisms have
    been adopted for how the 650 Million for
    Prevention and Wellness will be used by the HHS
    Secretary.
  • These dollars may not move as quickly as stimulus
    dollars in other areas, so there can be more
    thought on how they can be a down payment on
    health reform

ARRA
  • The White House and Dora Hughes are formulating
    plans and looking for a large initiative
    integrated across HHS.
  • HHS may hold back 550 million to invest in the
    "big idea." CDC may or may not get to manage the
    dollars for the big idea.
  • Dr. Besser is chairing the internal HHS stimulus
    workgroup on the PW dollars. The workgroup is
    reviewing over 80 proposals from across HHS for
    PW activities seeking funding
  • It is unclear how much funding will be passed to
    CDC. One rumor has it that CDC may get 100 M for
    Healthy Communities

2009 Omnibus Appropriations
  • The FY2009 Omnibus (H.R. 1105) was introduced on
    Monday February 23rd. The legislation is a
    consolidated spending package that includes nine
    of this years appropriations bills (all except
    Homeland Security, Defense, and Military
    Construction/VA). Its total cost is 410
    billion, with the Labor, Health and Human
    Services, and Education component adding up to
    151.8 billion, which is 6.4 billion over the
    Presidents request and 6.7 billion over the
    FY2008 level. The House of Representatives has
    already completed work on the Omnibus, passing it
    by margin of 245-178. The Senate is expected to
    take action on the bill March 5th.

2009 Omnibus
  • CDC ChronicTotal of 881.7m, an increase of
    47.9m over FY 08Highlights include
  • 25m increase in colorectal cancer to
    launch a nationwide colorectal screening program
  • 4m increase for the Heart Disease and
    Stroke program (of which 1.5m is for increasing
    the Delta Health Initiative--3m total for DHI)
  • 3m increase for Diabetes

  • 5m increase for Breast and Cervical Cancer
  • 1.3m increase for Arthritis
  • 2m increase for Tobaccofor the Smoking Lab
  • 2.1m increase for Nutrition, Physical Activity
    and Obesity
  • 3.3m increase for school health (Healthy
    Passages study is funded at 3.5m)
  • 2m decrease for Healthy Communities
  • 1.7m increase for REACH
  • Prevent Block - 3m increase to 102m
