In the beginning

• Stronger workforce planning part of the Capacity
  Projects initial workplan
• Partnership established with major commercial
  software vendor
• Costs could not be brought to an affordable level
  for countries.

so we started developing open source workforce
planning software

• Recognized the variety and complexity of
  available models learned of WHOs work and
  others
• Saw there was very little source data available
  in the countries for data input
• Changed the priorities to build management and
  qualification information systems
