Overview

  • 10 projects approved (Phase 1)

  • Only 1 project (Rapid Impact) more than 50
    disbursed

Delivery Challenges in 2006
  • GoSS not fully aware of World Bank procedures,
    particularly on procurement
  • Procurement procedures lengthy, so implementation
    not immediate
  • Took a long time for WB and UN agencies to reach
    agreements (e.g. WFP roads contract, UNICEF
    school books etc)

Improvements
  • Procurement training for GoSS Officials in Addis
    December 2006
  • Procurement Agent now in place in Juba
  • Standard WB-UN agreements agreed
  • Proposal for regular meetings of MDTF Project
    Managers, for experience sharing (all MDTF
    projects are led by GoSS Directors)

Areas of Concern - Cashflow
  • During 2006, a total of 93m was paid into the
    MDTF Pooled Accounts, of which GoSS contribution
    was 64m
  • By the end of 2006, only 36m had been utilised,
    whilst 57m remained in the accounts
  • Two grant agreements signed during 2006 required
    GoSS to make initial deposits into the Pooled
    Accounts for grant effectiveness
  • These deposits sat unused in the Pooled Accounts
    for the rest of the year
  • Cashflow management of MDTF funds needs to
    improve, as GoSS can no longer afford to have its
    cash tied up in this way

Areas of Concern - Funding
  • 10 projects have been approved to date, but donor
    funding has only been committed for the Phase 1
    of each project
  • Current donor commitments are insufficient to
    finance Phases 2 3 of all 10 approved projects,
    let alone fund new projects
  • Current donor financing shortfall is 243m
  • Lack of donor funding predictability can
    undermine project delivery
  • Donor pledges are required for 2008 2009, to
    ensure, at a minimum, that current projects can
    be financed to completion
