? Main Aims of the task group
  • Purpose of the November 2006 seminar was to raise
    awareness and secure interest and commitment
  • Purpose of the task group is to produce guidance
    and framework.
  • produce some further clarification and
    understanding of models and opportunities
  • draft a framework within which these models can
    be appropriately considered by schools, groups
    of school, the local authority etc.

  • What are the different motivations and drivers in
    Essex for adopting new forms of leadership and
    governance?
  • What are our aims and purposes, in Essex, of
    applying new forms of leadership and governance?
  • What are the models we wish to examine and test?
  • How can we promote and implement these?
  • What are the particular issues relating to these?
  • What are the key types of development already
    operating or planned in Essex and what are we
    learning from them?

?Why do we need to address this?
  • Collaboration between institutions in the
    interests of students is at the heart of much
    current educational policy
  • Progress on Every Child Matters and Change for
    Children is likely to require new approaches to
    school leadership and governance
  • Looming recruitment challenge almost half of
    heads and SLT are 50 (Shaw, 2006).

? There is no-one model of headship (or
governance) to suit all circumstances (NCSL, 2006)
  • no sufficient evidence yet to confirm that new
    models of headship can contribute to improving
    manageability and attractiveness of the role
  • any new, radical, or unconventional model needs
    broad support of all stakeholders
  • consideration of new forms of headship needs to
    move hand-in-hand with examination of governance
    at school and LA and interaction between
    them.
