- Drawing up efficient programs for employing
redundant labor created as a result of the
privatization of socially-owned companies and the
restructuring of public enterprises (emphasis on
active instead of passive measures). - Creating programs for the employment of
especially affected and sensitive groups,
including the long-term unemployed, the young,
the unskilled, elderly persons, persons with
disabilities, Roma, refugees and internally
displaced persons. - Forming regional and local employment councils
focusing on devising efficient local development
and employment strategies based on an analysis of
the risks and potentials, especially in the least
developed areas. - Continuation of the reform of the National
Employment Service, especially for the purpose of
applying an approach that it fully oriented
towards the users, and which includes cooperation
with employers, efficient active search for
employment with the help of a unified information
system, as well as the establishment of a
monitoring and evaluation system.

- A stable and sustainable employment growth trend
established by the end of 2010, with the reached
employment rate of 67. - Full contribution offered to an increase in the
economys productivity and competitiveness by the
end of 2008. - In accordance with the dynamics set by the
Governments documents, resolved has been the
issue of redundant labor in the process of
rationalization, restructuring and preparation
for the privatization of companies, public
enterprises and institutions.

especially the parts referring to poverty

social housing. - Creating mechanisms that are to stimulate the
local authorities to develop alternative social
welfare services. - Developing control mechanisms which are to
provide a high standard of the quality of social
welfare services and further decentralization. - Linking various sectors at the central and local
level (employment, education, health care, social
policy) so as to ensure an integrated approach of
the social policy with emphasis on active social
policy measures.

poverty line in accordance with the reached level
of economic development. - Developed employment programs for able-bodied
material support beneficiaries. - Established more efficient system of material

support in the fields of social welfare and child
welfare, and the strengthened and unified
existing services. - Unified records of material support created.
- Better position of especially sensitive groups of
the population.
