Report Requirement
  • Required by AB 2231 (Pavley), which also
    established this Working Group
  • Reports on the Work Groups process to provide a
    framework for instituting a public-private
    partnership to enhance public access to
    emergency alerts

Report Development Process
  • Based on the first meeting of the Working Group
    on March 27, 2008, working teams were
    established. The work teams included
  • Technical Issues
  • Standardization
  • Social Issues
  • Legal, Liability, and Funding

  • Work teams began meeting in May 2008
  • Each team
  • Identified issues related to their area of
    responsibility
  • Prioritized issues
  • Initiated issue recommendations development
  • Referred cross-cutting issues to other work teams

  • Throughout the work team process emphasis was
    placed on obtaining input from all alert and
    warning system stakeholders.
  • Representatives of many aspects of the
    communications industry, local and state
    government, and special needs communities
    participated in all of the work teams.

  • As there were many cross-cutting issues, issues
    were combined by topic, rather than work team,
    for the draft report.
  • Multiple meetings and conference calls were held
    to review recommendations.
  • The process focused on reaching consensus on
    recommendations.
