What is React?
  • Small, time limited, team based in the LGA
  • Funded by DCSF, working with Association of
    Directors of Childrens Services (ADCS)
  • Supporting LAs as they prepare for new roles
  • Working with DCSF and LSC, facilitating
    discussion
  • Linking with national organisations
  • Working through regional groups
  • Supporting sub regional structures

The Need for Change

  • Skills continuing to improve the skill levels of
    young people and adults for the economy and
  • Achievement of young people can only improve
    further if we focus on the hardest to reach
    every young person succeeds

    reducing teenage conceptions, offending, drug or
    alcohol abuse and integrating pre and post 16
    special needs

  • Offender learning 10-17 year olds in custody

  • New duty to monitor learning of 10-17 year olds
    in custody

Apprenticeships, Employment Skills
  • LA duty to plan the demand for apprenticeships
    taking into account
  • needs of their 16-19 residents
  • needs of employers
  • NAS commissions the provision, including from
    national providers
  • LA contribution to increasing apprenticeships in
    LAs and partner organisations
  • Duty to prepare local economic assessment
  • Regional Economic Strategy
  • Local /multi area agreements

Commissioning
  • LAs will
  • Ensure every young resident has an appropriate
    learning opportunity
  • Commission and fund all 16-19 learning for every
    young person learning in their area
  • Commission provision for learners with learning
    difficulties / disabilities up to 25
  • Learner choice is paramount - irrespective of
    boundaries - but LAs need to ensure a range of
    providers to make choice possible.

Commissioning
  • Planning - Discussion with providers about
  • Contribution to the Children and Young Peoples
    Plan including health, youth justice, sport,
    arts
  • Provision for vulnerable young people 19-25,
    especially those in the care of the LA
  • Apprenticeships 14-16 16-19 19
  • Employment, skills and regeneration
  • Adult learning provision and its contribution to
    the local area agreement plan
  • Collaboration including shared services,
    capital and seeking additional funding

Progress so far . . .
  • Derbyshire / Derbyshire sub regional group set up
  • DCC and DC informed on October 5th of LSC staff
    transferring from LSC on April 1st
  • Shadowing arrangements already in place
  • LSC remains until March 2010 and commissions
    2010/11 provision, but with LA in shadow mode
  • LAs will commission 2011/12 year starting
    summer 2010
  • From April 1 2010, LAs will pay colleges and
    other providers
  • Good relationship between LA and LSC
  • But much still to do

Challenge for providers
  • Developing courses which ensure every young
    person is in learning
  • Keeping employers parents involved
  • Deepening collaboration, taking control
  • Developing the 14-19 partnership to influence
    each LAs commissioning decisions
  • Helping the LA define the commissioning
    conversation
  • Increasing focus on value for money
  • and on vulnerable young people
