4Long tradition for public partnerships
- 1992 - 6 national public authorities agrees on a
national mapping program generating 100 mill nok
per year - 1997 - 20 public bodies, 100 municipalities and
18 county governors join a program for thematic
geographic information - All partners - and the private industry use
common standards - SOSI - 2007 - a national integrated property information
system - with all municipalities participating
5Norway Digital- why?
- White paper on GI - Norway digital - in 2003
- Not sufficient funding for establishing and
updating of basic GI in todays regime - Take advantage of new technology in partnership
based on common standards
6Who can participate in Norway Digital
- The white paper records that -
- all public departments which either have a
geodata responsibility or are considerable users
- - shall contribute in establishment, maintainance
and distribution of the ND-contents. - The co-operation will be based on mutual binding
agreements. This gives each part common access to
the information they need, and they will take
part to guarantee a national solution.
7 EU - Norway Digital - Inspire - sharing a Vision
- Data should be collected once and maintained at
the level where this can be done most effectively - it should be possible to combine seamless spatial
information from different sources and share it
between many users and applications - it should be possible for information collected
at one level to be shared between all the
different levels, high resolution for detailed
investigations, general for strategic purposes

9The municipalities in Norway digital
- To ensure a complete and comprehensive NSDI the
most important player in Norway digital are
the municipalities - The municipalities carry the major costs in
establishing large scale map DBs, the
PAB-register and DPMs - Norway digital shall not give the
municipalities an extra burden - On the contrary, Norway digital shall give the
municipalities more and better accesible PSI
10Financing Norway Digital
- Each participant must agree to a divided solution
which implies - a co-financing of the basic geodata
- an obligation to deliver their own thematic
information - NMCA has in co-operation with some of our
closest existing partners agreed on the following
principles of financing - free access to all data - for all partners
- each partners annual payment based on
cost/benefit - each partner will be classified, based on the
size and the organisation
11User rights and ownership
- Full access to all data and rights to use the
data in own task management - except commercial
activity - The ownership to data will remain with the main
investors

13Why will the NMCA succeed with Norway digital ?
- Because it
- builds on already existing role models as
Geovekst and Arealis, where already more than
90 of the municipalities participate - is a leading nation on international
standardisation the national geodata
standard SOSI was implemented 20 yrs ago, chair
ISO/TC211 - has developed object oriented primary
geographical databases - has wide access to broad band, internet and
taylor made management systems for location
based information - NMCA as coordinator is totally integrated with
geodesi, topography and hydrography, cadastre
and land registration in one and same
organisation - NMCA has no commercial activities
- Full support from government and parliament
- All putting us in a unique position to succeed !
