4Maturity of ATM Safety Management System in Europe
The AGAS Overview Study found that
- Implementation of Safety Management System
(SMS) in most ECAC States still has a long way to
go - A number of ANSPs with low SMS maturity will
have an increased safety risk due to high traffic
growth
- Two issues stood out
- Commitment and Leadership
- Resources.
- Solving those issues is essential in making
progress.
5Recommendation 1 SSAP Implementation and
Monitoring
- ANSPs should
- Establish a multidisciplinary team to address the
8 areas - Develop an internal implementation plan to
monitor its implementation through ECIP/LCIP
mechanism - Establish an interface with their regulator for
SSAP matters.
6Recommendation 2 Resources Allocation
- Adequate staffing for Safety Management and
Safety Regulation shall be provided - EUROCONTROL shall disseminate best practices for
an adequate staffing of safety management
actions - ANSPs and CAA should review their current
organizational arrangements for safety and assess
the adequacy of allocated resources.
7Recommendation 3 Support and Partnership (1)
- EUROCONTROL shall improve its support for
implementation. - When needed, ANSPs should identify their
requirements for support to the EUROCONTROL
Agency, as soon as possible guidance material,
tools, training, dedicated support.
8Recommendation 3 Support and Partnership (2)
- With the support of EUROCONTROL
- ANSPs which have experience in a given area
should share their experience and consider
partnership with other ANSPs for collaborative
projects.
9Recommendation 4 Improvement to Safety
Management
- ANSPs, Airport Operators and Regulators should
- Establish trusty relationships
- Review current practices in Safety Management and
plan improvement actions - Notably, implement plans established for
competency, safety assessment and safety
occurrence reporting.
10Recommendation 5 Participation in Common Safety
Improvement Initiatives
- ANSPs should cooperate in common safety
improvement initiatives, through - increased data sharing
- cooperation in identifying appropriate remedial
actions - Implementing recommendations.

- ANSPs should consider the development of Team
Resources Management in their organisation.
