2What is CEOS?
- Established in 1984 to
- To encourage co-operation on Earth observation
mission planning and the development of
compatible data products and services - Be a focal point for international coordination
in Earth observation - Exchange policy and technical information to
encourage compatibility and complementarity.
3CEOS Members
- National Space Agencies with operational or
planned Earth observation missions
4CEOS Associates
- International Organisation with an interest in
Earth Observation
5CEOS Structure
- Three Main Levels
- Plenary
- Provides overall direction and reviews progress
- Meets once a year (usually November)
- Working Groups
- Manage and guide technical activities
- Provide recommendations to Plenary
- meet every 6-9 months
- Sub-Groups
- Carry out technical work
- every 6-9 months just before or with Working
Groups

9What does WGISS do?
- The WGISS 5-year Plan identifies the following 6
themes - Management and Agency Consultation
- Reports and takes direction from CEOS Plenary
- Developing consensus for co-ordinated activity
- Liaison with other organisations (ISPRS, CCSDS,
ISO, GSDI(ISCGM)) - Data Information Management
- Develop guidelines, e.g., data formats,
cataloguing, archiving - Develop recommendations for standards, e.g. CEOS
format, CIP, ICF. - User Services
- Encourage interoperability of space agency
services - Promotion
- Advertise work of WGISS (e.g., produce Brochure)
- CEOS Information Services
- Maintain WGISS website
- Maintain WGISS Test Environment Website
10Technology Services Subgroup highlights
- International Directory Network
- Over 10,000 data collections registered
- Many thousands of hits per month
- Interoperable Catalogue Services
- Developed Catalogue Interoperable protocol (CIP)
- CIP is the basis of INFEO catalogue system
- Data Services
- Working with OGC to develop web service
demonstrators - Archive
- Developed Baseband Data Interchange Format
- Network
- Virtual CEOSNET support for test bed activities
- EOGEO Workshop
- Annual workshop since 1995 encourage GIS EO
co-operation - CEOS GRID

- Global Mapping Book
- Emphasis on dynamic mapping
- Developing instrument description standard
- Pilot Ocean Project
- Demonstrating use of new internet technologies
(SOAP WSDL) - WTF Global Observation of Forest Cover
- Leading to operational system being developed in
S.E. Asia - WTF Co-ordinated Extended Observing Period (CEOP)
- CEOP is linked to IGOS Water Cycle Theme
- WTF Core Sites (WGCV)

18The Test Environment Schema
19WGISS Links with IGOS-P
- Working with IGOS related projects to develop
pilot projects which demonstrate the use of EO
data and data-access technologies - Worked with Global Observation of Forest Cover.
- Comes under GTOS, which is linked to IGOS
- Working with Water Cycle Theme
- CEOP is well developed activity.
- Planning to work on IGOS Oceans related project
- Test Facility on Disaster Management or
Humanitarian Aid also a possibility
20CEOS WGISS Summary
- Aims to foster co-operation and co-ordination in
Earth observation. - Benefits through co-ordinated planning, reduced
overlap, increased efficiency and easier-to-use
data. - Extensive liaisons with organisations such as
ISPRS, CCSDS, OGC etc. - WGISS has developed the concept of Test
Facilities to improve working with outside
organisations. - The number of EO satellites continues to grow
making the work of CEOS even more important.
