extension of Lap - Poor compliance to transport regulations
creates unfair advantage - Self Regulation scheme essential to create
standard rules for industry - RTMS is an private sector led self regulation
scheme - Preserves road infrastructure, improved road
safety increased productivity - Mission - To have standards on

health eg. HIV/AIDS) - Vehicle Operations (Maintenance, training

maintenance, operations costing) - SMME would also participate in learnerships
(New venture creation/ SMME skills) - RFA will monitor process (skills transfer,
enterprise development) - Cargo Owners would offer direct contracts to
SMMEs after 12 months - SMMEs could then purchase 3-5 trucks to grow
business - Need buy in from vehicle manufacturers, finance
houses, operators cargo owners - BBBEE Points Enterprise Development , Skills
