Vertical mainstreaming

• It starts from the EU level before being
  translated into national priorities in national
  strategy plans It is then implemented at local
  level
• Commission Strategic Guidelines, National
  Strategy Plans and programmes are defining the
  priorities and objectives
• One or two Axes are excluded
• Possible Flexibility to take into account past
  experience

Mainstreaming on demand

• induced from bottom-up, through political
  lobbying of local and regional stakeholders, who
  convey a demand of local people and institutions
  (e.g. municipalities)
• Conditions
• occurs only after first, successful experiences
  with LEADER-like approaches, which should be
  intensified in the view of local people
• consultation of Lags associations in the
  elaboration of NSP and programme(s)
• Leader is opened to the 3 axis
• Axes are chosen by Lags in their LDS
