representing 0.86 of NSW - 2,056,352 million people or 31.4 of NSW
population reside in Met South Region - 3.8 with a disability
- 12 over 65yrs
- 1 of the Metro South Regions population is
Aboriginal (14 of NSW Aboriginal population) - 31.5 of the Metro South Regions population
speak a language other than English at home - ABS 2006 Census- Note that the figures relating
to disability are considered to be under
estimates - ABS 2006 Census- almost 50 of the NSW
population from a CALD background reside in the
Metro South Region

- Region divided into 3 Local Planning Areas (LPAs)
that encompass 23 Local Government Areas (LGAs) - LPAs
- South East Sydney (SES Botany Bay, City of
Sydney, Hurstville, Kogarah, Randwick, Rockdale,
Sutherland, Waverley, Woollahra) - Inner West (IW Ashfield, Burwood, Canada Bay,
Canterbury, Leichhardt, Marrickville,
Strathfield) - South West Sydney (SWS Bankstown, Campbelltown,
Camden, Fairfield, Liverpool, Wingecarribee and
Wollondilly)

- ADHC Metro South Region
- Over 2,300 staff
- 79 group homes and 15 respite units in the Metro
South Region - 8 Home Care branches including Alleena
Warrambucca - 23 Community Access Teams
- 56 of States licensed boarding house population
(435 beds out of 783 state-wide) - 264 non government services receive funding from
ADHC for services through the Disability Services

HACC Funding 2009-2011 - Tenders
- Extensive regional consultations facilitated by
ADHC Metro - South Region have identified a range of
additional HACC - services required to build regional capacity
and to meet the - needs of service users in local areas
- ADHC will be seeking applications from capable
- organisations to provide these additional
services - All documents relating to the tenders will be
available from - the ADHC website in early October 2009

8Home and Community Care Services (HACC) Update
HACC Funding 2009-2010 Non recurrent funding
- The primary purpose of the funding is to target
local service providers to fund items that have
no recurrent implications. - In submitting proposals, please use the
Registration of Interest Form for non recurrent
funding - Once completed, send it to your ADHC Project
Officer, Performance Quality Improvement for
sign-off. -
9Home and Community Care Services (HACC) Update
HACC Funding 2009-2010 Non recurrent funding
- Non recurrent funding cannot be used for
- projects with recurrent implications
- development projects
- set up costs for new services
- evaluation projects unless they are included in
ADHCs approved evaluation schedule - projects or items which exceed 70,000 in value.

enhance sustainability and capacity of the
Regional service system (eg Redfern Waterloo) - Review and provide advice about ADHC policies,
programs guidelines ( eg Respite Policy) - Develop and implement systems and processes to
undertake Regional strategic service planning (eg
Integrated Service Planning document)

- Develop and maintain partnership arrangements
with service providers and other stakeholders (eg
Domestic Squalor project, Housing NSW
initiatives) - Undertake annual HACC and relevant DSP planning
and consultation (eg annual Client Carer
Forums, HACC Planning with Service Providers) - Participate in cross regional systemic processes
relating to demand management and building
capacity (eg Dementia Needs Analysis project,
Food Services review) - Provide expertise in information, data and needs
analysis - Undertake Regional needs based planning to inform
the distribution of resources (data/evidence
taken from above processes)

- Takes the lead role in purchasing processes
(Expressions of Interest, Tenders etc) - Adopt lead role in service re-auspice
- Responds to information requests in relation to
contract management issues and funding issues - Coordinates Funding Agreement requirements,
including the development of Service Description
Schedules (SDS) - Reviews and coordinates all purchasing and
funding requests for the Region (eg Crisis
Support Funding) - Works with the Centralised Contract Management
Unit (CMU)/Funding and Acquittals Unit in the
management of funding for service providers

- Assesses viability issues
- Works with Central office in the management of
programs such as the Community Participation and
Transition to Work programs - Works with the Performance and Quality
Improvement team on complex service investigationÂ

contracts.

Five research projects related to HACC service
planning and provision in the Metro South Region
are in various stages of operation. These
projects are

These projects, developed from feedback from HACC
forums and service providers, will assist ADHC
Metro South in planning for service development.
25Service Provider Portal an overview
- An internet-based application to improve
communication and business processes - It will enable you to
- update your contact and address details online
- view your quarterly payment reports
- view Minimum Data Set Reports (MDS)
- view a range of documents
- send and receive messages.
26Benefits of the Portal
- overnight update of ADHC records from the
Portal - ease of access to payment information and MDS
reports - more efficient two-way communication of
information between ADHC and our community
partners - safe and secure information.
27Service Provider Portal
- providers can have more than one user
- they can contact the Portal Helpdesk and ask for
an Additional User Form - they need to fill in the form and have it signed
by a Duly Authorised Officer - MoT and some NSW Health services cannot have
access at this stage but we are working on
providing them with Portal access hopefully by
the end of 2009 or early 2010.
28Aboriginal Employment Strategy
- The Metro South Aboriginal employment strategy
was agreed in early 2009 and to date - 7 Indigenous cadets who are university students
currently studying social work, physiotherapy and
speech therapy started in June 2009 - 11 Aboriginal RSWs who are undertaking
Certificate III in Disability and are supported
by a cultural mentor, started in July 2009 - 6 Aboriginal Case Managers now work in Community
Support Teams - Existing Aboriginal staff trained as buddies to
support new staff to the Region.
29Funding Management System Update
- The June 2009 communication explaining the
Funding Management System (FMS) is available on
the Service Provider Portal. - ADHC regional offices continue to align contract
data to the FMS structure and are contacting
providers as necessary. - The data alignment approach recognises the
balance between accountability of contracted
services and the impact on the provider. - Implementation is anticipated in mid-2010.
- Future FMS updates will be available through the
Service Provider Portal. - If providers have questions about the FMS, they
can - contact the project officer from their local
regional ADHC office.

- Early success with Domestic Squalor project
- Over 200 referrals
- Gandangara Local Aboriginal Land Council has won
a 400,000 contract to supply transport services
to Indigenous frail aged and people with
disabilities in South West Sydney. - The NSW Government is working with Alzheimer's
Australia NSW to broaden the future management of
dementia advisory services provided by the
organisation. - The NSW Government has given 300,000 to
Alzheimer's Australia to promote dementia
awareness across NSW this year.
